Czech Office for Surveying, Mapping and Cadastre I • COSMC is an autonomous supreme body of the state administration of surveying, mapping and cadastre • President is appointed by Government and subordinated to Prime Minister only • Minister of Agriculture exercises an information and coordination role between President and Government • Independent chapter in state budget
Czech Office for Surveying, Mapping and Cadastre II • Ensures the uniform performance of: • Administration of Cadastre of Real Estates • Establishing and updating of Survey controls • Creation, updating and editing of basic and thematic state map series • Standardization of geographic names • Forming and administration of automated information system of surveying and cadastre • documentation of results of survey activities • Coordinates the research and international activities • Administrates the Central Database of Cadastre
Czech Office for Surveying, Mapping and Cadastre III • Exercises controls over • Land Survey Office (LSO) • Cadastral Offices (CO) • Survey and Cadastral Inspectorates (SaCI) • Founder of the Research Institute • Gives and withdraws special licences of surveyors and organizes examinations of licensed surveyors • Decides in some cases of appeals against the administrative decisions LSO and SaCI
Cadastre of Real Estates of the CR – CRE • CRE is a collection of data about real estates, inclusive of their list and descriptions and their geometrical and positional determinations. • Files on proprietary and other rights in rem form a component of CRE. • CRE – „single“ system – encompasses both „cadastre“ and „Land Registry“ • CRE is kept as an information system about the territory of the Czech Republic predominantly in computerized form • Cadastral documentation is kept in files, organised according to cadastral units
Cadastral documentation I • Survey information files – cadastral maps and location information on the objects of the cadastre in digital form – digitized from 36% • Descriptive information files – fully digitized: • objects (cadastral units, parcels, buildings, apartment and non-apartment units) • subjects (owners and other entitled persons) • rights to real estates (ownership, lien, easements, pre-emptive right)
Cadastral documentation II • Surveying and measuring documentation – since 2005 predominantly in electronic form • Collection of documents – not digitised yet • Statistical information on the soil

Registering into Cadastre • Entry – registering following rights based on the decision of the competent cadastral office: • ownership, • lien, • easements, • pre-emptive right • Record – registering of decisions of • Courts of from laws • Other administrative bodies • Deletions of rights of lien, easements (cadastral office investigates only the correctness of facts in documents) • Annotation - recording of informative facts, distraints
Publicity and obligatoriness of Cadastre • Cadastre is public and everybody has the right to look at its data • Publicity of Cadastre can be restricted only by Law • Upcoming change from 1.1.2009 – some data will be available only for registered persons • Some data of Cadastre – parcel number, geometric determination of real estate, number and name of cadastral unit are obligatory for all legal acts which concern real estates
Administration of Czech Cadastre • Main task of cadastral offices, core duties: • Registering of rights by entries, records • Provision of cadastral information • Cadastral offices able to cope with these tasks, despite the huge increase in proceedings and the forced decrease in number of employees • But it has influenced the small progress in digitizing of cadastral maps and this delay causes obstacles for us as well as our clients

Precautions for speeding up digitizing of cadastral maps • Only 36 % of cadastral units have been digitized • Governmental decision from July 2007 • COSMC will receive extra budget – approx. 8,25 mil. EUR in each year 2009-2015 • 60% for temporary increase in employees • 40% for private surveyors • Increase in budgetary expenditures does not comply with the general policy of the government – higher expenditures will be covered by an increase in cadastral fees • Digitizing has to be completed by 2015
Current level among the lowest in Europe – approx. 19 EUR per entry, not depending on the number of registered properties New structure – the same amount for each property and each registered right Triple increase in cadastral fee for an average entry – still quite affordable Amendments of laws under way, shall be effective from 1.1.2009, changes concerning the publicity of cadastre Standardised forms for applications, both paper and electronic, will be implemented New structure of cadastral fees
Information System of CRE I • Operational run started 9/2001 • 107 local databases and central database interconnected by WAN • Replications of changes from local DB every two hours • Central DB • Contains up-to-date cadastral data from the entire territory of the Czech Republic • A sole point for internet services
Information System of CRE II • Recent newly introduced functions for clients: • Reference raster parcel maps • Outputs with electronic signature • Delivery of e-Application by professional clients • Confirmation of non-registration as owner in CRE • Web services for provision of some information • Links to Czech POINTS (one-stop-shops) • Centralisation of information system under way

Role of COSMC in the implementation of INSPIRE • COSMC - one of the key providers of data • Will keep its GEOPORTAL, linked to National INSPIRE Portal, administered by Ministry of Interior • Will cooperate in formulation of National Geodata Policy • Transposition of INSPIRE to Czech legislation has been under way • Pricing policy is subject of discussion • Our position - only discovery services free of charge
Conclusions - main current and future tasks • To maintain current positive trend in shortening of period of registering into Cadastre • To complete digitizing of cadastral maps by 2015 • To participate in the implementation of e-Government having the common goal: to improve services for citizens • Incorporation of concept Czech POINTs together with governmental system for electronic delivery of documents, implementation of Document Management System • Register of territorial units, addresses and real estates as a base register of Czech Republic, • Step by step implementation of e-Conveyancing
