EEA activities agriculture and environment • Policy analysis • EEA Technical report “Distribution and targeting of the CAP budget from a biodiversity perspective” • Contribution to EEA projects on territorial cohesion • HNVF - joint JRC/EEA report 2008 • Agri-environment indicators
Index of contents 1. Introduction 2. Background and approach 3. The importance of farmland for European Biodiversity 4. Socio-economic considerations of biodiversity on farmland 5. EU policies relevant to farmland biodiversity 6. Distribution of CAP expenditure in relation to HNV farmland 7. Analysis of the distribution of CAP expenditure within Member States 8. Conclusions 9. Final reflections Distribution and targeting of the CAP budget from a biodiversity perspectiveEEA Technical report No 12/2009 • The Netherlands • Czech Republic • Estonia • Extremadura (Spain) • France
Key questions: Is the current distribution of CAP funds likely to favour the maintenance of HNV farmland? To which extent are CAP funds likely to support the long-term economic and ecological sustainability of HNV farming systems? Which CAP measures can provide targeted economic support to maintain HNV farmland? Distribution and targeting of the CAP budget from a biodiversity perspectiveEEA Technical report No 12/2009
Distribution and targeting of the CAP budget from a biodiversity perspectiveEEA Technical report No 12/2009 • Methodology • Qualitative analysis: objectives of CAP regarding biodiversity, in particular HNVF • Quantitative analysis: comparing distribution of CAP support with distribution of HNVF; both spatial and statistical analysis • Case studies: The Netherlands, Czech Republic, Estonia, Extremadura (Spain), France
Distribution and targeting of the CAP budget from a biodiversity perspectiveEEA Technical report No 12/2009 Proxy distribution of HNVF • 1st pillar CAP: • MS level (DG AGRI website, financial reports) • NUTS 2 level (derived from CAPRI model; EU15) • 2nd Pillar CAP: • MS level (DG AGRI website; RD annual reports) • AEM at regional/program level (EEA compilation)
Distribution and targeting of the CAP budget from a biodiversity perspectiveEEA Technical report No 12/2009 • Key outcomes • Considerable variations between MS, no consistent relationship between support and HNVF; however, EU-12 MS show a more balanced situation than EU-15 • Great divergence in the implementation of CAP measures: the design of CAP measures is a critical issue • Overall, favourable management of HNVF farmland is insufficiently supported • Scope for improving the targeting of CAP support towards environmental (biodiversity) objectives.
Distribution and targeting of the CAP budget from a biodiversity perspectiveEEA Technical report No 12/2009 • Further questions for analysis • Separate analysis of specific measures that are designed to maintain HNVF (e.g. AEM, art.68, support to N2000…) • Information on expenditure to be complemented with area coverage of measures • More detailed geographical level of data, to refine the evaluation of CAP measures and HNVF • Farm and field-level analysis, to further investigate the socioeconomic situation and developments of different types of HNVF in different regions of the EU.
