  2. So what am I going to talk about • I’m going to challenge these two guys and let them get stuck into me. Somebody told me this was a competition. I’m here to win! • I’m going to give you my version of what's happening – nationally and locally. • Finish with a few quotes and stats. • If we have time – Questions.

  4. The Challenge • Sea and Air - economically they preserve the status quo. • IT Port offers an economic transformation opportunity. • Awakaponga, Xero and King Kong. • When did we last get 4 Oscars for exporting sheep carcasses to the UK?

  5. So What’s Happening? – Nationally Tiers in Telecommunication Industry Services Tiers Competitive Zone Internet, voice, data transport, TV & video etc Carrier Infrastructure Tier Non-competitive Zone Fibre, copper, roadside cabinets, exchanges (part)

So What’s Happening? - Nationally • A game of cat and mouse to control the bottom tier. • There is no competition at the infrastructure level – the poles, holes and cables. • Government has therefore regulated this and required Telecom to separate – Chorus. • Telecom has responded with cabinetisation programme. Laid fibre to roadside cabinets and transferred the brains to the cabinet. • This effectively circumvents the aging infrastructure of Chorus and re-establishes Telecoms competitive advantage.

  8. So What’s Happening? - Nationally • Broadband Investment Fund (BIF) • Change of government • Broadband Investment Initiative (BII) The BII • Crown Investment Fibre Company (CIFC) • Local Fibre Company (LFC) • 25 Urban centres – includes Rot,Whk,Tga

So What’s Happening? - Locally • Councils were asked to do something. • BayBroadband Initiative got underway. • A number of intervention/supportive actions were identified. • BayBroadband Ltd was established to respond to the BIF. • A regional backhaul fibre loop connecting Tga,Rot,Whk was planned. • Government changed. • Waiting for BII submission review to conclude. • Uncertain future.

So What’s Happening? - Locally • Bay of Plenty Local Authority Shared Services Ltd (BoPLASS Ltd). • Fibre platform connecting BOP councils. • Opens up significant shared service opportunities. • Some IT opportunities include, licence sharing, data storage consolidation, disaster recovery coordination, server consolidation, backup services and greater use of video conferencing. • The business case shows a NPV of $1.7m on a 10 year return period at an 8% discount rate.
