CHALLENGING CURRENT THINKING • Increasing distance between manufacturing, distribution centres and consumption sites – impact on public roads • Increasing cost and higher value use of city land • Changing distribution patterns • Who pays for infrastructure? • Growth is mostly Sth West of Sydney • Public perception of public roads capacity and road transport • Rail capacity – planning for future needs
PORT DEVELOPMENT • 53 hectares of land developed • 2 new berths • Bridge to access rail land in rail loop • 4 PDI operators will establish on site • 80 metre berth extension • Road/rail realignment • 15000 & 5000 sq.m storage facilities • New 2 ha timber receival, warehousing & distribution facility • Possible bio diesel facility • Inner harbour land fully leased • New logistics and processing business established
TRANSPORT MANAGEMENT • More green time to vehicles turning in/out off the port at Tom Thumb Springhill roads intersection • Provide for two left lanes with no right turn out • Provide for two right turn lanes into the port • Use existing roads as connectors between in and outer harbour • In the longer term address the intersection at Masters and Springhill Roads – overpass, slip lanes etc • Review on/off ramps at Five Island and Masters Roads and the F6 (traffic from/to North and South) • Improve Picton Road as an important connector between Hume Highway and the Port • Princess Highway an important corridor
Port Kembla Outer Harbour, Potential Reclamation & Development
OUTER HARBOUR DEVELOPMENT • Reclamation of approx 30 hectares of land • Minimum 2 new berths • Use for bulk cargo, containers, liquids etc • Modelling to commence 2007/08 • “in principle” agreement with relevant bodies • Possible barge loading facility • New tug berths • New Maritime Centre being established – construction to start in 2008
RAIL OPERATIONS • Transfer from rail Infrastructure Corporation to PKPC • Maintenance under contract – tenders being assessed • Operations under contract - currently in negotiation • Open access to other operators • Mostly used for coal, grain, minerals, Bluescope etc • Opportunity to convert other cargo to rail • Possible daily rail container service to Minto/Port Botany • Possible movement of vehicles by rail to Minto/Ingleburn • Passenger service excluded
MANAGING GROWTH • Direct linkages of manufacturing, warehousing export/import functions • Development of inland ports – Moss Vale • Establishment of remote intermodal facilities such as Minto to provide connectivity between Port Botany and Port Kembla • Planning and developing a freight accessability strategy to/from the port connecting to major transport arteries • Extending the Auslink network into the port • Future upgrading of Picton Road to dual carriageway • Improving the rail network
REGIONAL SUPPORT • No surrounding operational pressures • Strong community, regional, business support • Good road and rail corridors • Rail capacity • Inland port being established at Moss Vale • Strong support for the port by Wollongong and regional authorities • Port Kembla is ripe for development
REGIONAL OPPORTUNITIES • Protection of transport corridors • Integrating regional land use and corridor planning • Adequate provision/protection of employment lands • Transport connectivity between production, distribution and consumption centres • Interface planning between road and rail • Provision of transport hub/inland port facilities • Access to infrastructure, rail and road networks
