Performance Measures • Need measures for every program • Why? Can’t show it was successful if it’s not measured • How are they chosen? • Many measures will relate to Federal (HHS, HRSA, ORHP) and Program-specific goals and initiatives • Cross-cutting Measures: • Some measures may be used for many programs, e.g., Outreach and Delta while some are program specific
Performance Measures • Why weren’t we doing this already? • Programs are difficult to measure! • No two projects are doing the same thing • E.g., Outreach program is non-categorical, so projects and activities vary • Measures need to capture more than what every grantee does • Grantees may not be able to answer every question, outliers are expected
Performance Measures • How do you compare a domestic violence project with a dental project or hospice care with emergency preparedness?
Performance Measures • Bell Curve analogy • How well are most of our grantees doing?
Performance Measures • Common Types of Measures: • Access to Care • Financial Indicators (Sustainability) • Workforce • Quality • Health Information Technology • Clinical Indicators, etc.
