  4. Performance Measures • Need measures for every program • Why? Can’t show it was successful if it’s not measured • How are they chosen? • Many measures will relate to Federal (HHS, HRSA, ORHP) and Program-specific goals and initiatives • Cross-cutting Measures: • Some measures may be used for many programs, e.g., Outreach and Delta while some are program specific

Performance Measures • Why weren’t we doing this already? • Programs are difficult to measure! • No two projects are doing the same thing • E.g., Outreach program is non-categorical, so projects and activities vary • Measures need to capture more than what every grantee does • Grantees may not be able to answer every question, outliers are expected

  6. Performance Measures • How do you compare a domestic violence project with a dental project or hospice care with emergency preparedness?

  7. Performance Measures • Bell Curve analogy • How well are most of our grantees doing?

  8. Performance Measures • Common Types of Measures: • Access to Care • Financial Indicators (Sustainability) • Workforce • Quality • Health Information Technology • Clinical Indicators, etc.

Performance Measures • Data are aggregated when reporting • Individual level data not used in reports • If I am below average, will I lose my funding? • Not likely - half the grantees will be “below average”! • Types of Reports • Reports to Congress • ORHP Annual Report: http://ruralhealth.hrsa.gov/pub/AnnualReport.htm

  10. Electronic Handbook (EHB) Electronic submission Easy to enter and change data entered Successful for other programs at MCHB and HAB Grantee familiarity EHB is already used for non-competing continuation application Will submit with the application, once a year Performance MeasurementDatabase
