8. 3rd Annual CO HIT Advocacy DayLegislative “ASKS” Requests for the Colorado Legislature HIT Advocacy Day at the Capitol 1) Adopt Sustainable Healthcare Information Technology (HIT) infrastructure to support the exchange of health information 2) Support innovative Medicaid payment reform programs • HB 1281 expands the innovation pilot programs within the Colorado Accountable Care Collaborative (ACC) and is an example of legislation designed to support payment reform demonstration projects. • Technological infrastructure will be needed to facilitate electronic billing and payment. We encourage the establishment of pilot studies to test the efficacy of the electronic payment system in the Medicaid program. 3) Count on our Support! Use CHIMSS and CHIMA as Resources!

17. Legislation • Number:  VA SB 135 - Sponsor:  Linda T. Puller Title:  Virginia All Payer Claims Database; creation. Abstract:  Virginia All Payer Claims Database; creation. Establishes the Virginia All-Payer Claims Database system, in order to facilitate data-driven, evidence-based improvements in access, quality, and cost of health care through understanding of health care expenditure patterns and operation and performance of the health care system. Data shall be made publicly available in a form that protects the identity of individual patients. The bill also creates the Advisory Board on Health Care Data

Hot Topics in Annapolis • House Passes Health Exchange Bill - MARCH 26, 2012, Associated Press, ANNAPOLIS -The Maryland House of Delegates has passed a measure to create a framework for a health insurance market place to provide coverage to 700,000 uninsured residents. The House voted 94-44 for the bill Monday. A similar bill is pending in the Senate. • The measure builds on legislation passed last year to create the health care exchange, a mandate of federal health care reform. The measure sets up standards and regulations to run the program. • Supporters say the state needs to be prepared to implement the law by the January 2014 deadline under federal law. • Critics of the measure say Maryland is moving too fast, because the law is being challenged in the Supreme Court. The high court began hearing arguments on Monday. 30
