    3. Vision Develop a four week foundational course for new hires into the -1102 contracting career field Complete immersion in the FAR, DFARS and PGI Provides knowledge of contracting based on 28 technical competencies and 52 sub-elements deemed most important to the contracting community.

    4. Objective Given a set of contracting facts, the student will support a contracting business position developed through research with emphasis on the Federal Acquisition Regulation System and applicability to contract planning, formation, management and pricing.

Background Follow on to Sept 13, 2010 DPAP and SPE meeting Provide greater detail of topics within CON curriculum Focus on Dr. Carter’s 23 initiatives Curriculum drivers: - Pricing (WGL) - Small Business - Services - Industrial Property - Source Selection - Competition - Contract Types (Incentives) - Should (Will) Cost 14 Pricing is addressed at all levels: CON 1XX will be a 2 week fundamental cost and price analysis course. Intention is for CON 1XX to have a large lesson on commercial item determination, commercial item pricing. CON 215 becomes the services course with an emphasis on source selection. CON 214, as a prerequisite to CON 215, will have a lesson on source selection, the 7 step model for services. Note CON 214 recently added a module on UCAs and Non-Commercial Item Financing. Small business will be addressed in CON 214 as well. CON 215 also has a lesson on industrial property. Competition is addressed at every stage, but will be added to CON 090 from the fair opportunity standpoint. Pricing is addressed at all levels: CON 1XX will be a 2 week fundamental cost and price analysis course. CON 090 “To – Be” Delta Delete: Module 3, Lessons 3, 4 and 5 (Contracting by Negotiation, Contract Pricing, CAS and Cost Principles and Procedures) – move to CON 130 Add: Insurance (War Hazards Compensation Act, Defense Base Act) Add: Exercising options content 17 - Pricing related material CON 090 Module 3 will be transferred to CON 130. - Insurance lessons will be added to CON 090 along with content on the mechanics of exercising options. - Course is undergoing content updates to include Module 4, with assistance from DCMA. - Pricing related material CON 090 Module 3 will be transferred to CON 130. - Insurance lessons will be added to CON 090 along with content on the mechanics of exercising options. - Course is undergoing content updates to include Module 4, with assistance from DCMA.

    18. 18 Point to make here is that CON 090 is a game changer. It gives the students a solid foundation of basic contracting concepts similar to MDAC Basic. CON 1XX will similarly be the fundamental cost and price analysis course analogous to QMT 170 and CON 104 to give them a solid foundation in Contract Pricing. CLC 056 is a transition module between CON 1XX and CON 217. It reinforces the learning in CON 1XX and gives them a preview of the concepts in quantitative analysis and how they can be used – but no application. Application comes in CON 217. CON 217 then serves as a tools course for CON 215 and CON 218 by providing the application of the quantitative tools and the foundation (fundamentals) of pricing equitable adjustments, payments and financing arrangements, cost realism analysis and indirect cost analysis. Note for Level III, we have added a choice of one of 8 courses for the additional level III DAWIA requirement. This allows our workforce, together with their supervisors in their IDP, to choose which course fits their position. For example, many may choose acquisition law, while others who are chief of construction may choose CON 244. Others who have more complex contracting arrangements may choose a pricing course. This will help them gain priority funding by the DACMs for an additional “technical” course. Point to make here is that CON 090 is a game changer.
