OECD Committee on Statistics and Programme of Work and Budget WPTGS Nov 2011 Paul Schreyer (OECD)
…the process • OECD PWB in biennia • Currently 2011-12 • Discussions by CSTAT on PWB 2013-14 will start in February 2012 • Present meeting opportunity to get signals from WPTGS on proposals for future work • CSTAT will finalise its proposals for 2013-14 at its meeting in June 2012 • Budget discussions later in 2012 • Overall budget envelope, priorities by Council and internal allocations by Secretary General will determine STD’s budget in 2013-14 • Also: voluntary contributions
Reminder - priorities for 2011-12 • PWB reflects OECD-wide priorities relevant to CSTAT : • Increased work with Enhanced Engagement Countries • Measuring Well-being and Progress • Green growth • New Sources of Growth: Follow-up to Innovation Strategy • Gender • Communications and Dissemination • 2011 MCM reinforced importance of: • Jobs and skills • Trade and Investment • Governance and anti-corruption • CSTAT 2011 confirmed own priorities: • Reinforcing core statistical information and IT infrastructure • Developing new streams of methodological work • Enhancing CSTAT’s coordination role
Priorities for 2011-12 and beyond • One important addition since last year: Trade in Value-added • Supported by CSTAT • Supported by SG • More under agenda item 6 • Continued support for work on trade, employment, competitiveness: • Trade by Enterprise Characteristics • CSTAT set up new expert group on micro data access
Priorities for 2011-12 and beyond • Closer links between sub-groups, in particular with NAWP. This concerns: • TVA • Goods for processing • Unit values and quantity indices of exports and imports • Trade in services, imports and exports of R&D • Generally, CSTAT wants to strengthen interaction with its sub-groups, including WPTGS • Timing is right, given preparations for PWB 2013-14 • Important to collect ideas about areas of work that are useful for WPTGS delegates • Possibility: participation of WPTGS bureau member in CSTAT meeting
Infrastructure and Dissemination • Coordinate developments of the OECD Statistical Information System for managing the full life-cycle of statistical data and metadata processing (from collection, validation and creation of output data to online dissemination and publication). • Develop and enhance innovative data visualisation tools to provide new ways for communicating about statistics • Promote use of SDMX within OECD and among member countries
