Clean propulsion technologies in TELLUS • Rotterdam;buses with DNOx and waste collection trucks with particle filters for EURO IV/V; hybrid bus, electric vans and extension of (H)EV fleet, including e-bikes and e-scooters • Berlin; CNG lorries • Bucharest; extension of trolleybus fleet (in stead of new LPG buses) • Göteborg; 4 hybrid-electric waste collection trucks with CNG/CBG engine; promoting clean vehicles in public and private fleets ACCESS Workshop 2 March, Genua
Clean propulsion technologies risks - Users • Fear of high procurements costs, not noticing lower (long term) exploitation costs and possible benefits regarding taxes and fees • Different opinions in what cleantechnology is preferred • Hesitation to try something different ACCESS Workshop 2 March, Genua
Clean propulsion technologies contingencies - Users • Willing to act as guinea-pigs for new technologies • Most local authorities prepared to give good example • Professional users interested in low exploitation costs ACCESS Workshop 2 March, Genua
Clean propulsion technologies risks -Governments • National governments in Europeexploiting different rules (support, taxes, type approval, etc) • Regulations in Europe, USA and Asia are different • Consequently manufacturers do not have a clear view on their market possibilities ACCESS Workshop 2 March, Genua
Clean propulsion technologies contingencies - Governments • EC efforts to establish a worthwhile market for clean vehicles, putting pressure on manufacturers and national governments • National governments establishing rules and support for clean vehicles • USA, CARB regulations back on track ACCESS Workshop 2 March, Genua
Clean propulsion technologies risks - Manufacturers • Expected scenario: coming 10-15 years mainly improvements in diesel and petrol ("waiting" for fuel-cell) • Not willing to produce alternatives? • Underestimating technical challenges? • Hardly suitable alternative vehicles (CNG, hybrid electric) offered for more than 1,5 tons payload in Europe • Small volumes result in high costs and insufficient service organisation ACCESS Workshop 2 March, Genua
Clean propulsion technologies contingencies - Manufacturers • Using fuel-cell scenario to improve electric and hybrid technology; for cars especially Honda & Toyota ACCESS Workshop 2 March, Genua
Clean propulsion technologies contingencies - Manufacturers • Interest in clean fuels (Bio-fuels, NG and synthetic fuels like GTL) is growing worldwide, especially in USA ACCESS Workshop 2 March, Genua • Service organisation dedicated to smaller numbers • Expected improvements in diesel, petrol and applicable filter systems
Dealing with clean propulsion technology projects 1 • Use only companies/drivers willing to try new technologies, otherwise failure is guaranteed • Match the technology with reality, don't use technologies, not matching with the demand • Co-operation is recommended with other cities/organisations in this field; common procurement can lead to lower prices, but takes time • Beware of too optimistic planning anyway, take your time ACCESS Workshop 2 March, Genua
Dealing with clean propulsion technology projects 2 • Close co-operation with car and truck manufacturers strongly recommended, but make firm agreements with them and don’t use prototypes • Arrange political and financial support at all levels (EU, national, local) and show (future) benefitsand try to provide incentives to benefit (future) users of clean vehicles, like ACCESS Workshop 2 March, Genua • Access to restricted areas • Permission to use bus lanes • Special designated parking spaces • Reduced parking fees • Subsidies
Dealing with clean propulsion technology projects 3 • Don't sweep negative experiences under the carpet, all experiences are worth learning from ACCESS Workshop 2 March, Genua • On the other hand, don't put negative experiences under a magnifying glass Thank you for your attention
