  4. 机制Working Mechanism • 国家认监委统一管理，相关部门参与 unified management by CNCA, participation by relevant government departments • 认可制度由国家实施 — 国家认可制度 the accreditation system is implemented by the nation • 建立集中统一的国家认可机构 one national accreditation body • 国家认监委对国家认可机构授权 CNCA authorizes the national accreditation body • 国家认可机构独立开展认可工作 the national accreditation body carries out accreditation independently

  6. 实施Implementation • 政府宏观层面（国家认监委职责） government (CNCA)’s responsibilities on the macro-level - 国家认可制度的建立与实施 to establish and implement the national accreditation system - 制定对国家认可机构的基本要求 to set our basic requirements for the national accreditation body - 负责国家认可机构的设立、授权与监督管理 to set up, authorize and supervise the national accreditation body

  7. 实施Implementation • 政府宏观层面（国家认监委职责） government (CNCA)’s responsibilities on the macro-level - 公布国家认可机构名录及相关信息 to publish the name and other information of the national accreditation body - 制定、发布国家认可标志 to establish and publish the national accreditation mark - 相关政府部门参与（部际联席会议机制）to lead the inter-ministerial meeting mechanism participated by relevant government departments

  8. 实施Implementation • 政府实施层面Government(CNCA)’s responsibilities on the working-level - 对于认证机构、认证审核员培训机构、认证咨询机构实施市场准入制度 to implement market access system for certification, auditor training, and certification consultancy bodies - 对实验室和检查机构实行资质认定制度 （形式：计量认证 / 审查认可） to implement qualification evaluation system for labs and inspection bodies (metrology certification/accreditation) - 依据：《条例》《行政许可法》等法律法规 in accordance with Regulations on Certification and Accreditation, Law of Administrative Approval and other laws and regulations.

  9. 实施 Implementation • 认可机构运作层面 — 技术能力评价 the accreditation body: evaluates technical capabilities - 权威性：政府授权机构 authority: authorized by the government - 独立性：独立法人机构，独立承担法律责任 independency: independent legal person, and bearing legal liabilities independently - 公正性：运作中能够保证各方利益均衡 neutralism : to maintain neutralism in the face of all stakeholders.

  10. 实施 Implementation • 认可机构运作层面 — 技术能力评价 the accreditation body: evaluates technical competence - 规范性：自身运作按照 ISO/IEC17011 认可实施按照 ISO/IEC17021，17025 参与国际认可组织，接受国际同行评审 well regulated: operating against ISO/IEC 17011; accrediting against ISO/IEC17021, 17025; member of international accreditation organizations, accepting peer review - 技术性：通过技术委员会、技术专家保证认可必备的技术能力 competent: competence for accreditation is guaranteed through technical commission and experts

  11. 国家认可制度 2002年4月成立国家认可机构，国家认监委授权 中国合格评定国家认可委员会 China National Accreditation Service for Conformity Assessment（CNAS） Founded on April, 2002 对认证机构、实验室、检查机构、人员注册机构实施技术能力认可 Accreditation of technical competence of certification bodies, labs, inspection bodies and personnel registration bodies IAF / ILAC / PAC / APLAC 成员 Member of IAF / ILAC / PAC / APLAC

  13. 监管Supervision • 政府对认可机构和认可制度行政监管 Government carries out administrative supervision on the accreditation body and the accreditation system - 认可机构报告认可制度执行情况 accreditation body reports on the implementation of the accreditation system - 认可机构满意度调查 investigation on satisfaction rate of the accreditation body’s service - 对获得认可的机构监督 surveillance on accredited bodies - 相关部门、相关机构、市场反馈 feedback from all stakeholders - 申诉、投诉 complaints and appeals - 组织对认可机构的监督检查 surveillance on the accreditation body
