Need to increase monitoring capacity to execute the core regulatory mandate. • Need to review the regulatory legislative framework based on the lessons learned from implementation to date. • Closer co-operation with other State Law Enforcement agencies. • Need to engage the industry to encourage “self-regulation”. • Research, development, and international “best practices”. • Although on average there has been a modest increase in the number of security businesses during the period 1997 – 2005, there has been a sharp increase in the number of individual security officers, as can be seen from the aforegoing graph.
