BSPC • Established in 1991 • 11 national parliaments • 11 regional parliaments • 5 Parliamentary organizations around the Baltic Sea BSPC is a unique parliamentary bridge between all the EU- and non-EU countries of the Baltic Sea Region
BSPC Mission • Raise awareness and opinion on issues of current political interest and relevance for the Baltic Sea Region • Promote and drive initiatives and efforts to support a sustainable environmental, social and economic development in the Baltic Sea Region • Enhance the visibility of the Baltic Sea Region and its issues in a wider European context
BSPC Structure • The Baltic Sea Parliamentary Conference: Annual general assembly. 31 Aug-1 Sep 2009, Nyborg, Denmark • BSPC Expanded Standing Committee: 27 national parliaments, regional parliaments and parliamentary organizations • BSPC Standing Committee: Nine parliamentarians. The 17th BSPC Resolution • Co-operation in the Region - Align EU Strategy for the Baltic Sea Region with Northern Dimension - Promote a division of labour between stakeholders - Support the work of NGOs in the Baltic Sea Region • Climate Change and Energy Issues - Cooperate on strategies before COP-15 - Strengthen regional energy cooperation - Improve the adaptability to climate change - Develop renewable energy, energy efficiency and energy savings
The 17th BSPC Resolution, cont´d • Baltic Sea Action Plan and Maritime Policy - Implement the BSAP - Develop national action plans - Measures against eutrophication - Compliance with safety and environmental standards - Ensure binding regulations for maritime safety • Labour Market and Social Affairs - Fair, clear and accessible ground rules for labour mobility and business establishment - Active policy against youth unemployment
BSPC Input to the EU Baltic Sea Strategy • Promote Coordination, Avoid Duplication - Bolster the vertical and horizontal dialogue between stakeholders • Align the Baltic Sea Strategy with the Northern Dimension - Avoid diverging tracks • Bolster the HELCOM Baltic Sea Action Plan • Support the implementation of the HELCOM BSAP
