  2. Description of institutional arrangement for inventory preparation • The estimates for emission values for carbon dioxide(CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulfur hexafluoride (SF6) and for the greenhouse gas precursors are compiled by the National Emission Centre (NEC), at the Institute of Environmental Protection (IEP) in Warsaw. • Since 2000, NEC has been commissioned by the MoE to carry out inventories for the GHGs and other air pollutants. • NEC collaborates with a number of individual experts as well as collaborating institutions. • No other institutional and procedural arrangements were made; data are received upon request.

Tasks of National Emission Centre: • Carrying out national emission inventories and preparing inventory reports for the purposes of: • national statistics and environmental management • reporting to CLRTAP • reporting to UN FCCC • reporting to other international organizations (OECD, Eurostat, European Environment Agency- EEA). • Setting up, developing and updating a database with data required to fulfill tasks listed in 1. • data on emission sources, activity data • emission factors • emission estimates • Development of inventory methodologies and fulfillment of „ad hoc” tasks according to national and international obligations • Analysis of emission estimates to meet the needs of domestic (MoE, other ministries, GUS) and international institutions (e.g. Eurostat, OECD, EEA). • Playing the role of National Reference Centre for air emissions and climate change with respect to EEA and its EIONET network • Setting up and development of national registry for the needs of international emission trading under UN FCCC and the Kyoto Protocol.

  5. Current system of air emission inventories • Annual inventory is compiled by NEC on a contract basis between MoE and IEP (NEC home institution), renewed every year. • Scope of the contract is modified every year depending on the current needs and requirements. • Methodologies used to calculate emissions and sinks of GHGs are in accordance with methods recommended in basic publications of IPCC (Revised 1996 Guidelines for National Greenhouse Gas Inventories, and Good Practice Guidance and Uncertainty Management in National Greenhouse Gas Inventories). According to these guidelines country specific methods have been used where appropriate. • The tables of Common Reporting Format (CRF), and accompanying NIR Report are prepared in accordance with the UN FCCC Reporting Guidelines on Annual Inventories.

  6. Data collection; cooperation between involved entities • Basic information on activity data regarding other IPCC categories, are mostly taken from in various official GUS statistical yearbooks. • The activity data that are not available in GUS publications, are worked out by experts through studies commissioned by the Ministry of Environment specifically for the GHG emission inventory purposes. • Among the collaborating institutions are: Central Statistical Office (GUS), Institute of Ecology of Industrial Areas in Katowice (IETU), Institute of Automobile Transport (ITS) in Warsaw, Energy Market Agency (ARE), Forest Management and Geodesy Bureau (BULiGL).

  7. QA/QC • Poland has not yet implemented a formal QA/QC procedure, including verification plan, for the national emission inventory. However, several checks are routinely carried out to eliminate possible errors. • The first draft of the inventory in form of IPCC tables and draft CRF, is usually produced 12-14 months after the end of the given year depending primarily on the availability of required activity data. During the following several weeks, extensive checks are done followed by consultations with data providers. • The calculated emissions figures for a given year, are compared to the respective figures from previous years (time series), and outliers are scrutinized in more detail. • After the checking stage is completed, the final CRF is prepared together with the accompanying report.

  8. Emission uncertainty • The estimate of emission uncertainty in the Polish GHG emission inventory for the year 2002 has been done by using Tier I approach. • The estimated total uncertainty for the three main GHG gases was found to be: 1.7% for CO2, 9.8% for CH4 and 12.4% for N2O, respectively. • The uncertainty figures varied significantly among various source categories. Lower uncertainties were found generally for fuel combustion and larger ones for the remaining source categories.

  9. Official consideration/approval • After completing of the inventory it is reviewed by MoE, Main Inspectorate for Environmental Protection and National Fund for Environmental Protection and Water Management; • Then inventory data are officially approved by MoE. • Inventory submissions • For the last 2 years there is a delay in submission
