The BNA Act Created the Dominion of Canada in 1867. Stated the powers of the provincial and federal governments Outlined the way in which the government would be structures Guaranteed protection for minority groups.
What is Federalism? • The writers of the Act needed to decide if there should be both national and provincial levels of government, or just a national level. • Some politicians did not want provincial governments • Quebec thought if it lost it’s provincial government, it would loose it’s French identity; as well as Nova Scotia and New Brunswick.
Federalism meant that the Dominion of Canada would have two levels of government: • FEDERAL (National or Central Government) • PROVINCIAL • The Federal Government has more power than the provincial governments. • The Provincial Governments have few rights and little power.
