  4. Program Target (First Year) • Offset 50,000 MWh of Annual Consumption • Within 36 Months • Provide Integrated Education Component • Kiosks, Displays • First Year Budget - $5.6M • 26 School PV Projects • 16 Small, 10 Large • 40 Solar Daylighting • 5 Solar Thermal

Multiple Financing Options • Solar Service Agreements (SSA) – 3rd Party • Limited Utility Ownership For PV Systems (no more than ½) -17MW total -customer billed at similar rate • Solar Day-lighting – Lease Program w/ Nat’l Bank Arizona Eligible for 5 to 7 year operating lease w/ option to purchase

Photovoltaic Prioritization Matrix • Arizona SFB Provided Input Criteria • School Districts w/ Limited Access to Funding-Priority • Six Funding Periods / Year for PV • Day-lighting & Solar Thermal is First Come-First Funded 100 Point System 30% - Low Bond Capacity 30% - Free & Reduced Lunch 10% - Multiple/Blended Technologies at a School Site 30% - Level of Implements Energy Savings Measures

Photovoltaic Projects • History – 2009 30 Schools & Govt’s Applied for Incentive Funding Q1 2010 Almost 60 Applied Tier 1 – 75.000 sq ft or less not allowed to exceed 350 kw or 100% Tier 2 – 75,000 sq ft or greater not to exceed 550kw or 100% Apply For 3 PV Projects Per Year Production Based Incentive (PBI) to Fund Projects 15 Year = 17¢ / kwh 20 Year = 15.5¢ / kwh

  8. Solar Day-Lighting • Use Natural Light to Illuminate Interior • $150,000 Annual Incentive Per District • First Year Bonus! District with PV System to get up to $30,000 Daylight System • Year’s 2 & 3 Bonus – Additional 25% of Incentive (help with retrofits)

  9. Solar Thermal — Capture Sun’s Heat to Produce Hot Water & Cooling —Southern Area Cooling / Northern Area Heating —Accelerated Financial Return —No Size Limit of System
