  2. The CAP-Scan is an analytical framework and participatory process countries employ to assess and strengthen their MfDR capacities. Developed by the Joint Venture (JV) on Managing for Development Results and based on the five central pillars of MfDR. It is a tool for countries to self-assess their capacity.

  3. Five pillars of MfDR: • Leadership • Evaluation and Monitoring • Accountability and Partnerships • Planning and Budgeting • Statistics

CAP-Scan Status June 2008 June 12-13: Training on CAP-Scan methodology and facilitation June 29: Mauritania will be the first pilot country to test the CAP- Scan Summer ‘08: Moldova and PNG have confirmed their participation in the CAP-Scan pilot process Summer ’08: Kenya, Niger, Venezuela, Namibia and Kyrgyzstan are showing keen interest for the future

  5. Benefits • Documented evidence of MfDR capacity needs that can be the basis of a focused action plan by government officials and policy makers, donors and others; • A clearly articulated basis for discussions and negotiations within the government and between donors and the government regarding the allocation or reallocation of resources; • A baseline reference the government can use to assess progress over time. Outputs • A prioritized list of MfDR capacity development needs related to the five pillars; • A MfDR Improvement Plan for addressing the priority needs across the government.
