Background • DoDD 4650.5 originally published in 1981 • Assigned ASD(C3I) (now ASD(NII)/DoD CIO) overall responsibility for DoD Pos/Nav (now PNT) policy & oversight • Revisions were issued in 1990, 2003, and 2008 (as 4650.05) • Establishes DoD policy, procedures, and responsibilities for Positioning, Navigation, and Timing (PNT) • Delineates specific PNT responsibilities expanding upon DoDD 5144.1 “ASD(NII)/DoD CIO” • Most recent revision was initiated to take account of: • Realignments among Department organizations • December 2004 US Space-Based Positioning, Navigation, and Timing Presidential Directive • June 2006 Deputy Secretary of Defense Memorandum “Global Positioning System (GPS) Responsibilities” • Responding to Defense Science Board recommendation for clarification of Department PNT oversight responsibilities

Highlights of Major Revisions • Designates ASD(NII)/DoD CIO as Office of the Secretary of Defense Principal Staff Assistant (OSD PSA) to oversee PNT policy and for all aspects of GPS • No impact on AF authorities for GPS acquisition and operation • Adds ASD(NII)/CIO responsibilities for: • Policy related to Navigation Warfare (Navwar) • Approval/publication of Precise Positioning Service Performance Standard (PPS PS) • Oversight on behalf of DoD of the interagency National PNT Architecture effort • Guidance and direction for implementation of DoD elements • Participation in National PNT ExCom activities (IAW NSPD)

Highlights of Major Revisions (cont.) • Adds responsibilities for new participants • USD(I), NGA, DIA, and USSTRATCOM • Assigns Secretary of the Navy responsibility (executed through USNO) for development and maintenance of earth orientation parameters and celestial reference frame • Assigns Secretary of the Air Force responsibility for support to NII in radio spectrum-related efforts and development of PPS PS

Associated Department of Defense Instruction (DODI) • Earlier versions of the Directive included PNT Excom and WG guidance more appropriate for an Instruction • Now separated in this version • Instructions are subordinate to Directives – provide detailed implementation guidance • DODI content • Detail membership, functions, and processes of the DoD PNT Excom, PNT WG, and Navwar WG • Facilitate integration with new Joint Network Operations (JNO) requirements process for future budget development/execution • Draft now in PNT WG/Excom coordination
