BMP Construction Estimates The Requirements A Construction Estimate, prepared by an NCPE, is required for any City of Durham BMP approved and permitted for construction in accordance with the new “Stormwater Facility Agreement and Covenants.” Note A PDF of this document can be viewed at www.durhamnc.gov/departments/works/stormwater_development.cfm. 4. BMP Construction Estimates The Requirements An As-built Construction Cost Accounting, prepared by an NCPE, is required for any City of Durham BMP constructed under the requirements of the new “Stormwater Facility Agreement and Covenants.” Public Works Department, Stormwater Services

BMP Construction Estimates The Requirements An Engineer’s Opinion of Probable Cost, prepared by an NCPE, is required for any existing City of Durham BMP, where the owner or owner-to-be of the BMP wishes to “opt in” to the benefits of the new “Stormwater Facility Agreement and Covenants.” Public Works Department, Stormwater Services

6. BMP Construction Estimates Definitions • Construction Estimate: An estimate of what it will cost to construct and certify an approved BMP. Public Works Department, Stormwater Services

7. BMP Construction Estimates Definitions • As-built Construction Cost Accounting: An accounting of the actual costs incurred to construct and certify an approved BMP. Public Works Department, Stormwater Services

8. BMP Construction Estimates Definitions • Engineer’s Opinion of Probable Cost: An opinion as to what the probable cost was to construct an existing BMP. Public Works Department, Stormwater Services

9. BMP Construction Estimates Whys A Construction Estimate will be used as the basis for the calculation of the required payment into the City’s Stormwater facility Replacement Fund for a specific BMP. Note: The required payment amount is 25% of the approved estimate. Public Works Department, Stormwater Services

10. BMP Construction Estimates Whys An As-built Construction Cost Accounting will be used to reconcile a payment into the repair fund. If the Accounting >110% of the Estimate, an additional payment will be required. If the Estimate > 110% of the Accounting, the applicant will be eligible for a partial refund. 14. BMP Construction Estimates Hows All BMP construction estimates shall be prepared using the BMP construction estimating spreadsheet. Attached is a copy of the latest version. Note: This spreadsheet may be revised or updated periodically. The latest version will be posted on the City’s website. Public Works Department, Stormwater Services

15. BMP Construction Estimates Hows All BMP construction estimates shall be prepared assuming that the BMP is to be constructed as a stand alone device and shall include the costs of the inlets (from the BMP to 50-ft upstream of the BMP or to the next structure or whichever is closer) to the BMP. For BMPs that were “accepted” more than one year preceding the date of the Engineer’s Opinion for that BMP, the Engineer’s Opinion can be discounted in a manner consistent with that contained in the matrix provided below.
