Educational Entity MasterEEM • EEM is replacing the School Code Master (SCM) • Web-Based Application: Collect Once, Store Once, Use Many times • Entities are defined as: schools, unique education providers or non-instructional ancillary facilities • June 9, 2008 MDE/CEPI memo and entity definitions • The link that ties other data sets together (State & Federal mandated submissions) SRSD/MSDS NCLB EEM AYP REP FID

Major changes in the SRSD data fields are in the following areas: General Ed Supplemental Nutrition Homeless Special Ed Early Childhood Limited English Proficient (LEP) At-Risk Students (Section 31A) Fall Changes
General Ed • Field 30: Student Residency – edits against Operating & Resident districts • Field 124: UIC – Must not be blank! • Field 125: Program Participation II – Use position 7 to indicate Immigrant Status. The Immigrant Status flag should remain checked as long as the student remains eligible for immigrant services. (Temporary until MSDS.)
Supplemental Nutrition & Homeless • Field 31: Supplemental Nutrition –It is required for Fall 08-09 in SRSD. • Field 34: Homeless – Add new code to indicate a homeless child regains housing within the same year
Special Ed • Field 44: Primary Educational Setting – Legacy codes retired.
Early Childhood • Fields 19, 52 & 53 – removed dependencies & business rules. • Early Childhood will be collected in MSDS in late fall.
Limited English Proficiency • Field 78: LEP Exit reason – Dependencies w/ Field 23 (Exit Status) and Field 79 (LEP Exit Date)
At-Risk (Section 31A) • Field 94 & 95: Retired
Submitting to Oakland • Send your SRSD data files to us via the secure site https://secure.oakland.k12.mi.us/SRSD/ User ID: oakland Password: uploadme2002!
UIC changes • All records must have valid UIC prior to submission to Oakland Schools • Error checker only checks for non-blank & correct format • After upload to state, UIC matching process will kick out invalid or ambiguous records.
What to do? Prior to Oct 6 • Submit non-SRSD batches • Incorporate changes into SIS After Oct 6 • Submit MSDS Request for UIC • ALL students you plan to submit this fall • Incorporate changes into SIS
Then what? • Run the SRSD Error Checker • Verify data using all available reports • Submit file to Oakland Schools
… but … • 50% of OS districts resubmit at least once before OS deadline. • Most districts submit after the due date to the ISD. • CEPI cannot handle resubmits…
Are we done, yet? • OS submits files to CEPI • Initial file-level validation • UIC matching process to ensure UIC is valid for that student (all fields match) • Rejected records must be resolved BY LEA’s prior to acceptance. • Secondary UIC will be accepted; however 2ndary UIC cannot be selected during resolution. • LEA’s must update the local SIS.
Next Steps • No UIC Phase 1 resolution window • After uploaded files process, UIC Duplicate Resolution is available.
Collections in MSDS • Early Childhood – Oct 6 • Student Enrollment – Oct 6 • Student Exit Information – Oct 6 • Supplemental Nutrition – Oct 6 – Dec 31 • Migrant Curriculum – Dec - ?
Early Childhood • May 30 memo from Sally Vaughn, MDE • No longer collecting EC data in SRSD • Collect in MSDS – expected to begin between October 1, 2008, but no later than December 1, 2008. • XML import or data entry • MDE will take "snap-shot" reports of student participation at several times during the program year. These dates will be announced closer to the launch of the collection. • The collection will remain open into the Spring of 2009.
Student Enrollment and Exit information Enrollment data • Provides student history reporting feature – OEAA will use enrollment data to provide assessment results in the student history file. • Direct certification check • Future -- program participation data Exit data • Replaces fall collection of final exit status for summer graduates • Open throughout the school year. • "End of Summer" snapshot in Oct
Food ServiceDirect Certification History • Direct Certification was optional in the past • As of 08-09, required for all districts participating in Federal breakfast and lunch program Process • Matching • In July, state matches against End-of-year SRSD file • Five opportunities to refresh (submit new students) from July 23 – Dec 1 • Import matches into SIS, Food Service • Create letters
Food ServiceFree & Reduced Lunch Fall 08-09 • FRL status will be collected in SRSD • Optional submission in MSDS available Oct 4 – Dec 31 • Optional overrides SRSD Future • Continue to collect and store FRL status in student information system (SIS) • Report FRL status from SIS to MSDS • Collaboration – Food Service Directors, SIS contacts & technical contacts
Migrant Curriculum Fall 08-09 • Federal Regulations – districts must submit student course history w/in 10 days of student’s exit • Open year-round • XML and data entry
New State of Michigan Single Sign On • Sign up around Oct 6 (not now…) • Required for EEM and MSDS access • https:/sso.state.mi.us • Self registration • Response from state w/ user code & pwd w/in 24 hrs. • Subscribe to an application • Subscribe w/ MEIS login • Subscribe w/out (need signed forms)
