Development Fund £12m (€17,4m) over 3 years = £4m (€5.8m) per year Up to April, 2007: • £2 million/year in 8 slate companies (continue to operate) • £1.5 million in individual projects • Up to Mar ‘07, the fund received 3,357 submissions Restructured Since Summer ’07 Three new ways to approach Development fund • First Feature Film Development Programme (up to £25K) • Feature Film Development Programme (Producer applies) • Signature Awards (discretionary) Changes: • Premium scrapped (award still repayable on 1st day of PP) • Projects no longer monitored by script executives but by Development Producers with hands-on production experience (Chris Collins, Lizzie Francke) • Application process by 3-5 page treatment, writing sample and one page summary (Narrative and Statement)
UKFC Production Funding • Première Fund, £24 (€34.8m) over 3 years = £8m (€11.6m) per year Invests in mainstream, commercially-driven films across a full range of budgets and genres. • New Cinema Fund £15m (€22.5m) over 3 years = £5m (€7,4M) per year to support “creativity, innovation, new talent & cutting edge filmmaking”
Premiere Fund£8m (€11.6m)/year (Constant Gardener, Valliant, Gosford Park, Creep, Vera Drake, Only Human, L’Homme Du Train, The Proposition, Miss Potter, Becoming Jane, Stormbreaker, St Trinians, The Secret of Moonacre, Franklyn) • Invests in around 6-8 films a year • Around 5% success rate • Can invest up to £2m in a single project • Usually films with maximum budget of up to around $30m/£15m • Needs international sales attached • Needs “meaningful” UK distribution attached • The Fund has recoupment target of 80%

New Cinema Fund £15 (€21m) over 3 years = £5m (€7.4m) per year to support “creativity, innovation, new talent & cutting edge filmmaking” (The Wind That Shakes The Barley, Red Road, Bloody Sunday, Magdalene Sisters, Noi Albinoi, Intermission, Touching the Void, This is England) • Invests in around 8-12 films a year • Invests up to £500k in a single project • Films with maximum budget of up to around £4.5m • Needs international sales agent attached • Needs UK distribution or “international reach” • Provides completion funding • Invests in Pilots (£10K each) • Has 3 short film schemes to nurture UK talent • Has a 35% recoupment target • Warp X: Low-budget scheme with Film 4 and Screen Yorkshire

How decisions are made • UK Qualification (films have to be UK qualifying) • Only Head of the Fund can “greenlight”, there are 3 fund heads • It takes about 3-4 weeks from submission date onwards • There are no deadlines to submit • Projects are discussed in weekly meeting (twice/week for NCF) • The script is read externally (reader) & internally (Executive and Fund Head) • The funds look at the finance plan, budget, schedule and recoupment plan. • Also look at international sales estimates and potential • Presentation to Production Finance Committee (internal greenlighting) • Production Executives follow the process up to delivery and launch)
