BACKGROUND & HISTORY • The Palm Harbor Golf Club originally opened in 1973 as a community amenity for “Palm Coasters.” • The golf course property (with the exception of the driving range property) was donated to the City of Palm Coast after a developer halted redevelopment due to the real estate market downturn. • Palm Harbor Golf Club re-opened for play on November 7, 2009 under a management agreement with Kemper Sports Management. • The current agreement with Kemper Sports Management is set to expire November 6, 2014.

EVALUATION TEAM PROCESS • 3 firms selected for Interviews & Presentations • KemperSports Management • Billy Casper Golf • Down to Earth Golf • Presentations and Q&A sessions conducted • Evaluation Team decided that further research was needed • Site visits conducted • Plantation Golf Club managed by Down to Earth Golf (July 11) • The Golf Club at Cypress Head managed by KemperSportsManagement (July 31) • Ocala Golf Club managed by Billy Casper Golf (August 6) • Palm Harbor Golf Club managed by KemperSports Management
EVALUATION TEAM RANKING • The Evaluation Team met and ranked the 3 firms as follows: • Billy Casper Golf • KemperSports Management (tied for 2nd) • Down to Earth Golf (tied for 2nd) • Evaluation Team is recommending to City Council that the City Manager, or designee be authorized to negotiate a contract with Billy Casper Golf.
