E-services: main fields of activity • e-administration • e- health • e- learning • e-culture Common elements: • e-information and documentation (e-service based on digital documents) • brief pieces of information (web pages) • full-text information for different domains (legislation, education, etc.) • access to reference repository (addresses to different sites) • access to library services (e-books, access to catalogues)
“Digital Library” European Initiative The “i2010” EU Initiative proposes the creation of an information european space through: • the improval of on-line library services that are offered to users • the development of multicultural and multilingual digital contents • the development of an European network of “digital centers” (digital data collection and user free access anytime, anywhere)
Classical vs. digital libraries • Classical library • a repository of knowledge organisedmainly on paper • Digital library • Not only a digitisedversion of a classical library • A new set of functionalities and services are added (e.g. access control, resource management and allocation, complex search and processing services, etc.) • A data exchange and cooperation environment • A variety of formats and data types ( text, audio, video, multi-document complex digital objects) • DLs are digital content management system • New on-line services for citizens
European Initiativea)European Project (FP6,FP7)Research in digital libraries • DELOS – DL- definition “to enable any person to access all human knowledge anytime and anywhere, in a friendly, multi-modal, efficient, and effective way, by overcoming barriers of distance, language, and culture and by using multiple Internet-connected devices” • DL - a knowledge repository and an information exchangeinfrastructure that allows data generation, processing and seamless access to relevant information, regardless of the geographic distribution of hardware resources, databases or persons. • Goals: to define and implement digital libraries on new computing and communication technologies • Achievements: definition of functional and architectural requirements for DL implementation
BRICKS project • Goals: to design a user and service-oriented space to shareknowledge and resources in a multi-cultural heritage. • Achievements: • digital library architecture for a very broad and heterogeneous user community; automatic indexing and annotation functionalities • OpenDlib project • Goal: development of a software toolkit for dedicated DLs generation • Achievements: tools for content harvesting form existing resources
b) European Initiatives: dedicated to the library domain • The European Library – TEL: • free on-line access to information services from 47 libraries(mainly national libraries) across Europe, in 20 different languages • TEL-ME-MOR (2005-2007) : • support for 20 national libraries to join TEL • TEL+ (2007-2008): • digitisation of around 20 million pages • support Romania and Bulgaria to join EDL
European Initiatives European Digital Library – EDL (e-Content+) – (2006 – 2008): • online service to 9 national library contents (Belgium, Greece, Iceland, Ireland, Liechtenstein, Sweden, Norway, Spain and Luxemburg) • in 2008 EDL became “EUROPEANA” • 2 new recommendations in this field: • Council Conclusions on Digitisation and Online Accessibility of Cultural Material and Digital Preservation (2006/C 297/01) • Commission recommendation on digitisation and online accesibility of cultural material and digital preservation (2006/585/EC) • On-line services for free access to library information • Improving the digital content • Encourageing the national initiative in DL and ON-LINE SERVICES FOR CITIZENS
In accordance with EU recommendations - MCC Romanian Digital Library : • an unique access point to the national cultural heritage in digital form: • documents (libraries) • mobile heritage (museum collections) • audio-visual (audio-video archive) • non-mobile heritage (monuments, archeological sites) • archives (written documents) • Main objectives: • improving the on-line user access to documents • multiuser – simultaneous access to documents • promotion of Romanian culture all over the world
Research Project in Romania • First research project oriented to the e-services based on digital content at a national level NUSIDOC – www.Rolinest.ro: • Results: • access to data-bases of 4 university libraries (Cluj, Iasi, Timisoara, Bucharest) and the Polytechnic University of Timisoara Library and the Public Library from Targu-Mures • multilingual interfaces to the digital resources
Conclusions • EU promotes and supports e-services for citizens in the libraries • EU promotes and supports the developing of digital content (audio-visual, documents, museums, archives) • Governments support the developing of e-services in libraries and digital library expansion • The Romanian Government supports the on-line services for citizens in the library field and a strategy is being initiated • The research projects created represent a first step for digital library development in Romania • There is a large field of action for new tools and products in the on-line library services to be developed
