Scope • This presentation is designed to provide: • a brief snapshot of JPEU • an overview of the test process conducted by JPEU • a covering of initial concept to test report. • We will identify key issues associated with engaging JPEU for test. • We will run through a generic example of a test: • Request • Requirement and Test • Data
Testing • Dynamic • Small arms -> 155mm Artillery • Ballistic Verification, Range and Accuracy, EPVAT, Integration, Terminal Effects • Static • IM testing, Arena trials, Novel (DSTG), Survivability • Breakdown, Inerting • Environmental • Simulation: - Climatic, Vibration, Shock, Pressure • Inspection: - NDT (Radiography)
Requirement to test • The need to conduct test can come from a number of areas: • Introduction into service (S3ing) • Threat environment • Configuration change • Incidents • Incomplete data • Experimentation/ R&D • Confirmation of test data • Life extension

Capability, Scheduling and Priority • PEC-B • Chaired by DGEO and reports to the DEOC • Re-aligning JPEU with Defence requirements • Understanding future requirements of JPEU by Defence • JSWG • Attended by Capability Manager Representatives • Greater visibility of JPEUs schedules and priorities • Informing resource, equipment and infrastructure requirements
Customer Task Plan • As soon as possible • This is confirmation of your requirements. • Reviewed by JPEU for feasibility and impact/load on the range • Information is key • Accuracy/Uncertainty • Priority of Data • When required
Other Documentation • PDA/ TCC as required • Signed by the relevant authority (DAAR/PATO/CM) • SSWG minutes/ SCR • EODA/ OEM reports/ incident reports • Detailed explanation of arming and functioning
Test Officer assigned • Review the CTP and all attached data • Creates a Test Instruction • Local document contains the ‘how of the test’ • Bums to seats logic • Creates a Risk Assessment • Local document. Risk to test, reputation and safety • Signed off at the appropriate level for the risk
The Trial • Three phases • Preparation • Setup, manufacture of equipment, conditioning, building or loan of capability, movement of EO/preparation of Charges….. Engineering • Conduct • Shortest Phase • Post Process • Getting the Data to what is needed • Filter, review, analyse then report

Key Issues • We are very few people with a lot of trials- your priority may not be Defences • We need time to review and plan (we will have trials between you contacting us and your trial) • Overseas visitors need to be cleared by DS&VG to visit JPEU • What accuracy is required on the data and is that achievable? • Baselining of data may require in service rounds for comparison. • Fire Ban periods • Maintenance Periods/Calibration and Mothballed Capability • Training and development
The Scenario - Requester • As an item manager you have acquired a new 155mm Illumination round to be used for training activities in the ADF as the in-service round is to expensive and is now reserved for operational use. • As part of your due diligence you believe some testing should be undertaken to ensure the product is safe for use.
First Contact • From previous experience you know Port Wakefield conducts 155mm tests so you contact the OPSM or the RTM or anyone who answers their phone. • The OPS team will request an email with your generic intent and will issue you a Tracking number. • Note the tracking number is used to track all requests for tasks, it doesn’t mean the task is accepted
The Customer Task Plan • Is a detailed SOR – JPEU can support development • This is where you identify what you actually want to test. • This document is the authority to the range of what has to be achieved. • But I don’t know what I want to achieve/can achieve
DATA • As a diligent member of the EO community you sit down and list all the data you could test. • You identify the following-

Functional Performance Specifications and Critical Performance Parameters • Reviewing the data for the in service projectile you identify that the operational round is required to- • Candle Luminosity. The luminosity of the burning Illuminant Candle is to be 1,000,000 + 50,000 candela. • Duration of Candle Burn. The Illuminant Candle, when initiated and deployed under the main parachute, is to burn for not less than 90 seconds. • Candle Descent Rate. When deployed under the main parachute, the descent rate of the Illuminant Candle is not to exceed 5 ms-1. • So you direct JPEU to fire 20 rounds and determine the FPS
JPEU Planning • Candle Burn Duration and Descent Rate can be met by Dynamic Gun firings, however • Candle luminosity • Will be measure by Statically firing Candle after break down • Do we have enough rounds - request 20 rounds for dynamic and 10 for static. • Breakdown procedure will have to be reviewed- lead time 4 weeks minimum plan on 12 weeks • Customer Approval/Agreeance to Test Change
Trial conducted report returned • Candle Luminosity. The luminosity of the burning Illuminant Candle is to be 1,000,000 + 50,000 candela. • Result 560,000 candela • Duration of Candle Burn. The Illuminant Candle, when initiated and deployed under the main parachute, is to burn for not less than 90 seconds. • Result 120 seconds • Candle Descent Rate. When deployed under the main parachute, the descent rate of the Illuminant Candle is not to exceed 5 ms-1. • Result 4.85m/s
