Core Principles of Cost Sharing Some important aims…. • Recover costs • Ensure fairness • Address the digital divide But also…. • Provide transparency • Be simple to understand (!) and use • Provide budgetary stability • Encourage use of the network • Reflect the capabilities of the new network
Key elements • Circuit charge • Represents 40% of the local cost of connecting an NREN to GÉANT • Typically the average cost of the two cheapest links to the local PoP • Accommodates leased circuit or annualised fibre + transmission costs • Adjusted to reflect the access capacity used by the NREN • Approx 19% of costs recovered • Bandwidth charge • Represents the total capacity of IP and circuit services (excluding Lambdas) used by the NREN • Approx 81% of costs recovered • Discounts • Applied to reflect absence of resilience • Adjustments to reflect local context • Voting rights based on GDP (PPP) • +40%/-40% adjustment
Practical considerations • Maintaining stable budgets • Capping change at +3.5% • Transparency and reduction of admin • In-year changes • Calculation engine planned • Model starts in April 2013 • To be adjusted and approved annually • Lambda services are outside of the model • More directly comparable to commercial services • Pricing is market-driven rather than cost-based
