Background • Initial recommendations for the redesign of the Automated Commercial System (ACS) • same data for import, export, and transit • integrated government oversight of trade • Project office established by the Vice-President • Interagency Board of Directors • Proof of Concept - North American trade Automated Prototype (NATAP) • ITDS Pilot (September 2001) • International Trade Data System incorporated into Automated Commercial Environment (ACE/ITDS)

Design and development process • Surveys of agencies’ forms • over 300 forms with 2,000 data fields • 289 data elements reduced to 198 data elements • Outreach and surveys with agencies and trader community • needs, processes, opportunities for improvement • ACE Trade Support Network (TSN) • ITDS committee jointly chaired by Customs/trade • Program Support Group, Workshops, Data Harmonization Committee, MOU process

Structure and services • Standard set of international harmonized data and messages • WCO Customs Data Model, Unique Consignment Reference (UCR), Advanced Cargo Information (ACI) • UN/CEFACT recommendations and standards • Revised Kyoto Convention • UN/EDIFACT and XML • Data utility for the collection, dissemination, use, and storage • Import, export, and in-transit • For goods, conveyances, crew

Technology • ACE/ITDS receives, edits, and validates data • Extracts and provides relevant data to agency • Operational - processed in ITDS/ACE Single Window “box” • Interfaced - sent to agency for processing • Periodic - nominal use of ACE/ITDS for reports • Provides integrated results of government processing and risk assessment • Stores results and provides analytical capability

Business model • ACE/ITDS is funded through ACE development appropriations • Conducted Cost Benefit Analysis in terms of: • Efficiency gain, decommissioning of ACS, and trade benefits • Costs identified in following areas: • Program and project management • Architecture • Organization change management • Application development • Management reserve • Operations and Management (O&M)

Results • Less cost for system design, development, and maintenance • Both government and trade • Reduced burden for providing information • One entry point to government • Increased accuracy of Information • Less manipulation of data • Greater efficiency, simplification and predictability • Meets public’s expectation

Lessons learned • Leadership - commitment at the highest level possible • Budget - commitment to provide long-term funding for the Single Window • Technical - must respond to the needs of participating agencies and trade community • Operational - buy-in to the process, cooperation, and operational vision

What are your future plans for the Single Window? • Pilot ACE/ITDS November 2004 • evaluate and modify as needed • Plans for implementation of first tier of Participating Government Agencies (PGA) • Continue data harmonisation efforts • Identify second tier of (PGA) • Integrate ACE/ITDS requirements into international initiatives • Implement second tier PGA • Identify remaining PGA
