Kick-off Meeting Odessa, Ukraine SASEPOL Project Kick-off Meeting was held in Odessa (Ukraine) on the 27th of August 2009 to introduce Project to the representatives of Maritime industry. Venue of the Kick-off Meeting was Odessa National Maritime University. At the Kick-off Meeting there were 31 Representatives from different enterprises and institutions such as Maritime Administration, Odessa Sea Commercial Port, Illichevsk Sea Commercial Port, Yuzhniy Sea Commercial Port, Odessa National Maritime University and State Inspectorate of Safety of Shipping etc. SASEPOL Project was introduced by Cap. Fernando Pardo who highlighted main targets and expected results of the Project Special attention was paid to the Training Courses in frames of the Project. Development of SASEPOL Project in Ukraine General Overview of Project implementation in Ukraine During Project development we had a number of meetings and workshops at Odessa Sea Commercial Port (Harbor Master Office, Pollution Prevention Department, Ballast Water Purification Station), State Enterprise “Information and Analytical Centre of Marine and River Transport”, State Inspectorate of Safety of Shipping, VTS Training Centre, Delta-Pilot Enterprise, State Ecological Inspectorate, State Maritime Rescue Service, Inspectorate of Training and Certification of Seafarers. International Experts of the Project had an opportunity to meet with local specialists and to obtain all the necessary information related to PSC, PWM, MARPOL and SOLAS Conventions implementation etc. Reports on these activities are available on the SASEPOL Server.
Development of SASEPOL Project in Ukraine Cooperation with the Ministry of Transport and Communications of Ukraine • To ensure efficient implementation of SASEPOL Project in Ukraine we developed cooperation with the MTCU • The first Meeting was held in the State Administration of Marine and River Transport on 15th of September 2009 • The second Meeting was held to introduce IMO VIMSAS and to discuss International Conventions Implementation into national legislation of Ukraine on the 30th of March 2010 • In August it is planned to hold another Meeting with Deputy Minister of MTCU, Head of Marine Administration of Ukraine, Mr. Krizhyanovskiy
Development of SASEPOL Project in Ukraine Project Activities in Ukraine 2009-2010 Implementation of the Project activities in Ukraine has been provided in the following way: • Activity 1.2. Implementation of International Maritime Conventions. The International STE was mobilised in March 2010 and completed visits to Ukraine and the draft reports together with the mission reports and minutes of meeting were submitted in May 2010. • Activity 4.1. Port State Control. The international STE Mr. Ib Matthiesen was mobilised and conducted his activities and visits and visited all jurisdictions in Ukraine. Mr. Matthiesen visited Odessa Sea Commercial Port, Yuzhniy Sea Commercial Port and Training and Certification of Seafarers Inspectorate met with Harbour Masters of the Ports and Heads of related Departments. • Activity 4.2. Port Waste Management. International Expert Mr JP Ohlenschlaeger had a number of meetings with the Head of Environmental Department of Odessa Sea Commercial Port and Mr Dimitry Chernega has been engaged as local Ukrainian expert to develop Port Waste Management Manual for Odessa Port. • Selection of Best Practice Ports. Odessa Sea Commercial Port has been chosen as Best Practice Port in Ukraine.
Development of SASEPOL Project in Ukraine Under Activity 7 SASEPOL Project made the following steps to disseminate the information about our Project and promote its activities: • On the 26th of April 2010 Country Coordinator made a presentation of SASEPOL Project at International Conference “The Black Sea Region in EU Policies” that was held in Burgas, Bulgaria • On the 2-4th June 2010 SASEPOL Project took part in the IXth International Conference “The Black Sea Area: Transport Complex Communications between Europe, Asia and other Continents” in the framework of International Transport Week “Inter-Transport”
Development of SASEPOL Project in Ukraine National Working Group The first Meeting of the National Working Group was on the 11th of March 2010. International Experts Jorgen Rasmussen (IMO/VIMSAS) and Bertrand Apperry KE 2 introduced ToR for NWG and RWG, their aiming and expected results of their activities NWG Members: • Yuriy Vorobyov- Deputy Harbor Master, Odessa Commercial Sea Port • Valeriy Shendryk - Deep Sea Captain, Crew Manager, V.ships, Ukraine (Shipping Company) • Vladimir Repetey - Head of State Inspectorate of Safety of Shipping, State Inspectorate of Safety of Shipping, Ministry of Transport and Communication of Ukraine (in Odessa) • Andriy Voloshyn - Chair of the Department “Safety and Security at Sea” of ONMU, Odessa National Maritime University • Oleksandr Balobanov - Lawyer of the Project, Chair of the Department “Maritime Law” of ONMU, Odessa National Maritime University • Georgiy Stolbtsov - Manager of VTS at Odessa Commercial Sea Port, Delta-pilot, Odessa Commercial Sea Port • Sergey Rudenko - National Coordinator of the Project, Vice Rector of ONMU, Odessa National Maritime University • Roman Bashtanniy - Deputy Head, State Enterprise «Information and Analytical Centre of Marine and River Transport»
Development of SASEPOL Project in Ukraine • Current Situation • SASEPOL Project and Odessa Sea Commercial Port agreed to cooperate on the preparation of a Port Waste Management Manual, which shall describe the future ship waste handling system for Odessa Port. At present, IE Jens Peter Ohlenschlager and LE Dmitriy Chernega are working for the development of this Manual. • In frames of the Project we are planning to provide Training Course on VTS in spring 2011. Now we are negotiating with Delta-Pilot Enterprise on possibility for course arrangement, its programme and a number of participants (it is expected trainees will be from Ukraine, Georgia and Azerbaijan). It is planned to sign up the Agreement on Cooperation with this Enterprise. • Maritime Administration agreed to take into consideration the possibility of SASEPOL Project Experts participation in improvement of Maritime Safety and Security System of Ukraine
Development of SASEPOL Project in Ukraine • SASEPOL Project activities scheduled for Ukraine Training Courses: • IMO Conventions and their Implementation into the National Legislation • ISPS Code • PSC • VTS for Controllers and Operators • VIMSAS • PWM • It is necessary to stress that now we are making all the arrangements to provide scheduled Training Courses on the efficient for the Project level
Development of SASEPOL Project in Ukraine OPRC Training Course 17-19th of May 2010 Odessa, Ukraine The 3-day training seminar on oil spill preparedness, response and cooperation for the Caspian Sea States and Black Sea States was successfully held from 17 to 19 May 2010, at Hotel Odessa, Odessa, Ukraine. The aim of the training course was to provide senior governmental officials and managers from the oil and shipping industry with up-to-date knowledge on matters related to response to major marine oil pollutions. There were trainees from Georgia and Ukraine who were much impressed by the level of training and gained a lot of benefits from the OPRC Course for their professional activities. Here is one of the feedbacks about the course: "It was a deep immersion into the topic. There are three main aspects in the oil spill response activities – management, technologies and maritime law enforcement practice. I received new and exhaustive information on the first two aspects, and would like to broaden the third one. Trainers were excellent and the relevant specialists were selected to participate.“ - Aleksandr Balobanov, Head of Maritime Law Department at ONMU, Lawyer of Marine Oil Terminal “Yuzhny”
By now we have succeeded in cooperation with MTCU We are developing contacts with the TRACECA Representative in Ukraine We have arranged more than 25 meetings and workshops in related maritime enterprises, institutions and departments, including MTCU International Experts are working in collaboration with Local Experts under the Project implementation: Odessa Sea Commercial Port is chosen as Best Practice Port and now PWM Manual is under preparation In addition to the above-said, there are some recommendations: SASEPOL Project schedule should be followed while Activities are implemented It might be useful to develop contacts and proper cooperation between NWG, at least, on the level of National Coordinators SASEPOL Project should provide work with TRACECA more actively Conclusions and Recommendations
