CONCEPT • No integration between Inland vessels & Coastal vessels • Paradeep – Haldia route • Mumbai – Dahanu etc. Coastal vessels require • Officers & enggs of same qualification as ocean going vessels • Higher no. of certificates & surveys (13 required vs 4 for Inland Vessels) Short Sea voyages abt. 3-5 days • Construction Standard • Safe Operation • Certifications
APPLICABILITY • ENGAGED EXCLUSIVELY ON INDIAN COASTAL VOYAGES • MAX. 3000 GT & 3000KW WITH THRESHOLDS AT 1600T & 1500kW • NOT APPLICABLE TO PASSENGER V/Ls, TANKERS, BULK CHEMICALS IN ANY FORM, OSVs, FISHING V/Ls & MILITARY & GOVT V/LS NOT USED FOR COMMERCIAL PURPOSE
ANNEX 1 - GENERAL • FIRST - DGS ORDER NO.4 OF 2008 • LATEST - DGS ORDER NO.6 OF 2010 TYPE I – Vessels engaged in ship to shore operations up to a max 12 NM beyond inland vessel limits in fair weather only TYPE II – Vessels which ply between nearby ports in fair weather & during Day Light Hrs Only TYPE III - Vessels which ply between Indian ports where voyage duration does not exceed 24 hours. TYPE IV – Vessels which ply between Indian Ports in all weather conditions. * maximum parallel distance of 12 NM from nearest land, except Gulf of Cambay & Kutch where max dist of 30 NM from shore is allowed.
ANNEX II – SAFE MANNING REQ. • TYPE I – As per Inland V/Ls rules • TYPE II – As per Inland V/Ls rules + Master or Mate with 1yr exp for sailing as Master of the vessel • TYPE III & TPYE IV –
ANNEX III – ACCO STANDARDS • Exemptions of Section 175 of MS Act • TYPE I – as per IV Rules • TYPE II – IV Rules + Galley & mess room, Separate toilets for OFF & ratings • TYPE III & IV • Master & C/E – 1 person per room • Other officers – 2 persons per room • Ratings – 4 persons per room • Galley, Mess room, Provision Store, Cold storage etc. • Laundry facility for GT > 1600 • Separate bath & toilets for Officers & ratings
ANNEX IV – CONSTRUCTION RULES • TYPE I & II – Structural Strength for Hs = 2m • TYPE III & IV – • Structural, Machinery & electrical rules as per IRS coastal rules • L>90m, ER with Double bottom • Bulkheads – CollisionBhkd, Aft Peak Bhkd & bhkds at each end of M/C room • FO storage not to exceed 600M3 • Navigation Bridge visibility as per SOLAS for L > 45m • TYPE III need not have hatch covers if cargo not affect by water. Min Hatch coaming height, Hold flooding condition stability check, 1.5 times bilge pump capacity • TYPE IV – compulsory hatch covers, probabilistic damage stability if L > 80m • Use of fuel oil with flashpoint not less than 43OC allowed only for emergency applications, provided the storage tem is not within 10OC of flashpoint.
ANNEX V – PREVENTION OF COLLISION • COLREGS • For GT < 1600, fwd mast light height max. 6m & other lights as function of fwd light
ANNEX VI – LIFE SAVING APPLIANCES • 1 life raft for total number of persons readily transferable to each side • Service interval of liferaft & HRU can be increased from 12 to 17 months • Rescue boat only for Type III & IV • MOB marker not required.
ANNEX VII – FIRE FIGHTING APPLIANCES • TYPE I – As per Inland Vessel requirements • Total capacity of fire pumps > 70M3/Hr • Fire main line – 65ND • Min.2 fire hoses, 45MM internal dia, 32MM in accommodation. Nozzle – 12mm • No halon fire extinguishers • Fixed Fire –extinguishing systems for IC M/C >1500kW • Gas System • High Expansion Foam System • Water spraying system • For IC M/C < 1500kW – 45L foam extinguisher + 2 portable
ANNX VIII - RADIOCOMMUNICATIONS • TYPE I, II & II ,IV with <500 GT - AIS class B transponder • > 500 GT AIS class A transponder • IMMARSAT C for >1600 GT. One Certificate holder required to operate radio equipment on board.
ANNEX IX – SAFETY OF NAVIGATION • GYRO & Echo sounder with recordable data for >1600GT • Nautical Almanac only for type III & IV • X-Band radar for type II, III, & IV
ANNEX X - • An RSV V/L will not be stopped by an inspecting surveyor if some minor deficiencies are found. RSV will be allowed to sail and a stipulated time will given to complete deffeciencies Surveys will be: • An initial survey before the river-sea V/L is put in service • Renewal survey not exceeding 5 yrs. • Intermediate survey within 3 months before or offer 2nd or 3rd Anniversary date • Annual survey 3 months + -. • 2 dry docking with in 5 years. 1 can be CC TV
ANNEX XI – PREVENTION OF POLLUTION • TYPE III & IV >400GT – A holding tank for oily bilges with shore discharge facility. • TYPE II & IV >400GT or <400GT certified for 15 persons – • Sewage treatment plant • Sewage Comminuting system with temp storage for <3NM from shore • Holding tank with shore discharge facility • Garbage Management Procedure for all ships
ANNEX XIII – SHIP SECURITY MEASURES • Ship Security Plan for all ships
