Executive Order S-20-04 Governor California Energy Commission Benchmarking Work Group
S-20-04 Directives • Benchmark all occupied State buildings • Reduce energy use 20% by 2015 • From the 2003 baseline • Encourage all commercial buildings to do likewise
California Energy Commission • Chose U.S. EPA’s Portfolio Manager at http://www.energystar.gov/benchmark • Formed the Benchmarking Work Group • US EPA • California State agencies • California energy utilities • Private sector
Benchmarking Work Group • Facilitating development of the California benchmarking and infrastructure • Collecting and organizing state facility data • Modifying Portfolio Manager to meet California-specific needs • Automating energy data upload from utilities to Portfolio Manager • Extending benchmarking to all buildings
Benchmarking Goals • Develop infrastructure for automated benchmarking • Benchmark all state buildings • Make benchmarking universally available • Use benchmarking to track progress toward energy use reduction goals
PART 1 Benchmarking Overview
Benchmarking Defined • Benchmarking is the documentation of building energy use over time (e.g. monthly) • “…a beginning step in managing a building’s energy cost, one that should motivate the building’s owner or manager to take actions to improve the building’s energy profile.” (CEC 2005) Benchmarking System for California Commercial Buildings - Plan, Timetable, and Recommendations, CEC Report CMF-400-2005-051-CMF, September, 2005
How is benchmarking useful? • Users can: • View facility information • Track energy use over time • Share facility information with others • Apply for an Energy Star Building award • The State can: • Aggregate energy use by Agency or State • Track performance goals (e.g. 20% reduction)
Other Benchmarking Benefits • Track efficiency improvement effects • Track multiple energy & water meters • Customize meter names and info • Monitor energy and water costs • Set investment priorities
PART 2 California Benchmarking Process
State provides facility data • Facility identification • name, location, year built, square footage • Optional facility info • # of people, # of computers, op hours • Billing Meter identification • Usually multiple meters & utilities
Utilities provide energy data • Monthly data from 2003 forward • Automated uploads • PG&E, SMUD, SCE, SDG&E, SoCalGas • Excel spreadsheets or printouts • All other utilities • Must be uploaded by State personnel
State Benchmarking Status • State Facility Data: Done • Utility Energy Data: ~70% Done • Data Quality Control: ~40% Done
Next Steps and Schedule • April 2008 • Finalize data: PG&E residential, MUNIs, State Natural Gas Program • Final report for all State buildings • May 2008 • Present results at Green Action Team meeting

PART 4 Future of Benchmarking with AB1103
By January 1, 2009 • Electric and gas utilities must… • “maintain records of the energy consumption data of all nonresidential buildings … for at least the most recent 12 months.” • “Upon written or secured electronic authorization … upload all of the energy consumption data for a building to the Energy Star Portfolio Manager...”
By January 1, 2010 • Nonresidential building owners & operators must… • “disclose Energy Star Portfolio Manager benchmarking data and ratings, for the most recent 12-month period, to a prospective buyer, lessee, or lender… After the benchmarking data and ratings are disclosed, the property owner, operator, or his or her agent would not be required to provide additional information regarding the benchmarking data and ratings.”
