Access to knowledge • Rapid growth of computer and Internet usage in Lithuania: 42% of total population used Internet in 2006; 37% of households had a PC; • The usage depends on the income, age and location of inhabitants • Another 400 internet access points will be established by this year and it will increase the network in Lithuania up to 1000 • The extension of the law on personal income tax until 2009 - possibility to deduct the cost of computer with software and/or Internet access
Provision of e-services Level of transferring essential public services to the electronic environment in 2006 was 68.7%: • Public e-services for businesses 76.1 % • Public e-services for citizens 56.6 % Most advanced public e-services: declaration of residents’ income, employment services, search for information stored by public libraries, social contributions, customs declarations and submission of statistics.

Electronic Gateway to Government (1) • The Portal (www.govonline.lt,www.evaldzia.lt, www.epaslaugos.lt)hooks up all of Lithuania’s public institutions to a unified information system, making it possible to find information about public institution activities easily and quickly. • The identified clients of the Portal are offered such services as: • social insurance payments, medical treatment, ordering certificate of residents and payments
Electronic Gateway to Government (2) • Depending on e-services there are three cases of identification and authentification in the state information system: • using qualified certificates, • using an existing e-banking account. • mobile electronic signature (using mobile phone) (it will be possible in the nearest future)
Interoperability of information systems of public administration institutions (1) • On purpose to intensify the eGovernment processes in Lithuania and make serious impact for the public institutions in adoption of one-stop-shop principle the implementation of the „Creation on interoperability of public administration institutions` information systems“ project has begun in 2006 (with provided support from Structural Fund). • Interoperability framework is expecting to create interoperability framework of institutions and Portal with central identification, payment, environment of communication with clients – with front-office functions
Interoperability of information systems of public administration institutions (2) • There are main goals of the Project: • To create the preconditions for interoperability of state information systems and registers; • To create the preconditions for public services delivery by one-stop-shop principle. • To create the preconditions for integration of Lithuania`s electronic public services to the pan-Europe space.
Interoperability of information systems of public administration institutions (3) • There are prospective results of the Project: • Created single integrated platform, which enables to support the open standards.
Interoperability of information systems of public administration institutions (4) • In the Portal, which will carry out “front-office” functions, will be introduced the software and hardware on purposeto implement these functionalities: • Centralized identification and authentication; • Monitoring of the process of services delivery in real time; • Payment; • Management of the environment of servicing; • Integration and using of electronic signature.
Interoperability of information systems of public administration institutions (5) • The Portal will be coherent with the unified integrated platform for data exchange with accountable subjects for electronic public services delivery
Development of e-signature infrastructure (history) • First large-scale project -Social Insurance card (stopped before pilot implementation in ~2000) • First attempt to create eSignature (PKI solution) and Certification services in Baltic's with support of Sweden (stopped on pilot implementations in year 1998-9, due economical crises and…) • Use of mechanisms of PKI- Public Key Infrastructure- with electronic signature on smart-cart as toolkit Electronic Travelling Visas on smart-cards for Residents of Kaliningrad Region (considered in 2001-2002, not started)
Development of e-signature infrastructure (history) • Highlights of pilot project (2003-2004) • First attempt to interchange electronic documents among 5 (finally -20) governmental institutions (only some public servants in every institution had SSCD) eSIGNATURE IMPEMENTATION EXPENSES: • Signature creation s/w license ~400 Lt (CMS format (TS 101 733) • Verification (free choused ) 0 Lt. • Certificate creation license ~ 70 Lt/vnt. (QC -150Lt/year) • SSCD -Smart card ~100 Lt/vnt. • reader- ~ 100 Lt/vnt. • TOTAL: ~670 Lt/unit. !
Development of e-signature infrastructure • Information society development committeeunder the Government of Republic of Lithuania (Committee) has been working on an E-signature infrastructure since 2005. • So as to make it possible for governmental institutions to use the E-signature in signing documents and in exchanging documents among governmental institutions and public services deliverers by electronic means. • 53 governmental institutions participate in this project and have e-signature tools. • Committee has provided the certification services for 6000 civil servants. • In 2005 Committee has registered JSC “Digital Certification Centre”, which became Lithuania's first provider of qualified certification services. The company plans to provide time stamp services in the nearest future
Development of e-signature infrastructure (current status) • Developed and presented for usage in public sector (for free) eSignature generation and verification s/w; • Together with MoI initiated development of infrastructure for issuing of new public servants documents, based on smartcards with PKI signature and certificates (2007 IV quarter is going to start issuance);
Development of e-signature infrastructure (current status) • eSignature generation and verification open licence s/wJUSTA GE. • 400 Lt/vnt. • XML based, XAdES eSignature (TS 101 903), MS and Linux platforms
Development of e-signature infrastructure (current status- training) • Public servant training programme (approved by MoI, open for all) ; • Distance learning system with basic module of training and (self)testing – open on Internet;

Development of e-signature infrastructure (problem) • Official document exhange still to slow; • Transfered eD have to be dublicated by paper option; • Not fully addopted eD management systems in the State institutions- the case of not sufficient efectivity; • No tested decisions for long term eD saving.
Development of e-signature infrastructure (future) • Is planned (feasibility study is prepared) to start in year 2009 to issue for citizens (inhabitants)multi-functional/-applicationidentity smart cards
