Ownership of airport grounds • Location : All within the Municipality of Baerum – 5 miles from the City center of Oslo. • Size of airport : 340 hectars (3,4 km2) • State ownership : 54 % • The City of Oslo : 46 % • The Municipality of Baerum: no ownership – but planning authority and provider of sosial infrastructure
Planning - development cost - profit • Strategy of the State : Selling land to partially finance a new airport in another location • Strategy of the City of Oslo : Selling land when planning completed ------- • Main technical/green infrastructure : 200 mill euro (landowners) • State/Oslo sold planned areas to developer : 400 mill euro • Social infrast. 1. phase (schools etc) : 150 mill euro (municipality) • Developer sold the prosject to another company : Profit 300 mill euro
Models for planning and financing development • Assumption : At the outset there are several or many landowners with autonomus interests • Model 1: Landowners selling land to developer before starting planning • Model 2: Selling land after planning but before development • Model 3: - Owners stick together through planning and development, each with a share corresponding to the size of the lot they own. - Make agreement with financial institutions/developers - Value of land and dividends from development is paid out successively through development process – or in the end.
