M I G A ’ s O n l i n e I n v e s t o r I n f o r m a t i o n S e r v i c e s MIGA manages several free Internet-based information services and assists investment intermediaries in effectively utilizing the Internet in their own investment promotion and research efforts. These information services include:
www.ipanet.netIPAnet - MIGA’s portal site for FDI, is the most comprehensive FDI resource on the Internet. This investor reference service features information from over 600 public and private sector organizations, as well as links to financing sources, investment promotion organizations and other relevant institutions. IPAnet is the information hub which we continue to update and expand. All of MIGA’s online services derive their content from a single, integrated database. The information is repackaged for the particular audience being served – e.g., custom delivery of new information through the FDI Xchange. IPAnet is the flagship site and continues to serve as the information backbone of MIGA’s online services, now host to some 12,000 documents that are accessed by some 40,000 visitors monthly. IPAnet’s document catalog provides searchable access to our information resources, or you can browse by country, topic, or sector. In April 2002, online services hits topped a million/month. Just five years ago, one million hits represented the annual total for the Web sites.
www.privatizationlink.comPrivatizationLink- launched in 1998, this privatization marketing service offers continuously updated information on SOEs being divested throughout the developing world, packaged with associated information on the privatization process and sales procedures. PrivatizationLink provides MIGA’s developing member countries a free and transparent outlet to publicize their privatization activities and gives investors free access to detailed information about state-owned businesses and assets being divested. PrivatizationLinkfeatures privatization information on over 70 developing countries, and at any one time hosts 600-700 profiles describing enterprises being divested by more than 50 privatization agencies worldwide. PrivatizationLink Russia - Developed in 2000 with the cooperation of the Canadian International Development Agency (CIDA) and the Russian Ministry for Property Relations, this service presents one of the most extensive compendia of online investment information resources focusing on the Russian Federation.
www.fdixchange.comThe FDI Xchange, MIGA’s newest online offering, is a customized e-mail alert service which delivers brief summaries of relevant new resources input to the IPAnet database along with links to the full text and other relevant resources. Although user surveys have historically indicated a high degree of satisfaction with MIGA's online services, the user community also expressed a need to have more personalization of the information presented and increased use of e-mail as a delivery mechanism. Based upon this feedback, MIGA developed the FDI Xchange, which builds upon the capabilities of the existing online services. FDI Xchange allows users to establish an online profile of their country, sector and topic interests, whereupon new information matching their criteria is included in the customized e-mail updates which they receive at the interval of their choice.

FDI XChangeThe Investor Information Development Program Eligibility The grant assistance is open to investment intermediaries, such as investment promotion agencies (IPAs), business associations, privatization agencies, and free zone development operators who have an investment promotion mandate for their country. The organization should be domiciled in a MIGA developing member country. To implement FDIX in our developing member countries, the Development Gateway Foundation, through a grant provided by the Government of Japan, has funded a pilot program of capacity-building assistance. The program is designed to assist countries in developing, mobilizing and disseminating critical investment information (e.g., factor costs, specialized infrastructure and facilities, detailed sector profiles, project opportunities). Investors will be able to use this information to more efficiently compile country data for short-listing location analysis and investment decision-making. Activities to be funded: The grant assistance will be used to build the investment intermediaries' internal capacity to develop critical information resources within the following categories: (a) Investor Information: market research and analysis of operating costs, which investors need in the site selection process or other FDI decisions (b) Sector studies: detailed overviews of priority industry sectors including market and firm structure, supply conditions, market conditions, supporting institutions, government/ policy environment, trends, etc. (c) Benchmarking Studies: development of sectoral as well as "framework conditions" benchmark studies Type of assistance: Assistance will be provided through international and local consultants supervised by MIGA staff, utilizing MIGA’s knowledgebase, methodologies and IT tools. A typical assistance program is anticipated to involve a budget between $45,000 an $65,000 (including consulting services, travel, and out-of-pocket costs).

FDI XchangeCase Study: El Salvador Works The following case study on how PROESA, the Salvadorian investment promotion agency, went about developing its Web presence, identifies several key factors for designing and implementing an effective investment promotion Web site. PROESA’s Web development efforts constitute an interesting example of an agency that successfully launched a site within a relatively small budget, tight timeframe, and reliance on internal resources for data compilation and packaging. It also details the use of an Investor Perception Study that helped to establish core marketing messages to be conveyed to potential investors through communications and image building campaigns as well as provided PROESA with a clear structure for the content to be communicated via various Web promotional tools.
