THE TARGET OF PROCLIM “To strengthen national capabilities for an effective work of the human, institutional, and financial resources to face Climate Change and Manage Air Quality in prioritized geographic areas and cities”
Public Awareness PROCLIM´s thematic lines

Objective of the V&A component “Sistematize and increase the knowledge on V&A to Climate Change and mainstream it into y ampliar el conocimiento sobre vulnerabilidad y adaptación al Cambio climático, y propiciar su incorporación en la toma de decisiones y formulación de políticas”.
Global Warming INTEGRATED IMPACTS ASSESSMENT Horizontalmente integrado Global Regional Local sectorial coastal water agriculture health Drought risks Coastal risks Epidemic risks Flooding risks
¿How it was done? Knowledge of current climate conditions, climate change at regional and local level - Climate scenarios Current and future vulnerability D&C Stakeholders involvement and participative consultation process Mainstream proposals to the regional and local development planning and management Adaptation proposals
What we Achieve? • Capacity to generate climate scenarios in 2 institutions • knowledege of the climate change impacts in the two prioritized pilot areas • Identification of current and future vulnerablity in the two selected river basins • Identification of differentiated socials groups vulnerables two climate change (gende analysis) • Determination of water resources availability due to deglaciation in one river basin (Santa) • Proposals of adaptation measures presented to decision takers and mainstream into local and regional development planning and management • Identification of priority intervention areas (integrated map)
CONTENIDO • Our approach • National Circumnstances • What was done and how • Barriers and oportunities • Next steps
Barriers and Needs • Socio Economic Conditions - poverty • Vulnerability to climate variability: lack of prevention culture • Lack of Information and difficult access to it • Climate Change still only on environmenal community • Diversity of methodological approaches • V&A: sample on prioritized regions and sectors: • tools and info to “convince” and force prioritization/decisionsvelop of capacities/equiment and human resources • Still only financed and supported by International Cooperation (each time less for developing countries)
Lessons Learned • Need of methodological guides for future actions/proyects • Capacity to generate CC scenarios • Strenghtening of technical and administrative capabilities in project management • Is possible the interaction among scientific and management institutions. • PROCLIM generates an intangible asset expresed in more robust interinstitutional relations

NEXT STEPS AND NEEDS Technical Cooperation Needs • Hands on training for the V&A assessments of sectors and river baisns (impacts quantification methodologies, develop of vulnerability indicators) • Use and application of Cc scenarios (models taking into account warming degrees) • Develop and use of socioeconomc scenarios • Cofinancing needs • replicate and enhance capacity building efforts through • the involvement of additional institutions and actors • (i.e. domino effect of Capabilities Development and raising awareness) • For the Region Pilot Adaptation Project (SCCF, with Bolivia and Ecuador)
