  3. Economic Discontent • 90 percent of Russia consisted of peasants • Majority are serfs who live in poverty • Meanwhile, at the Winter Palace

  4. Changes • Alexander II recognizes the need to modernize • Frees the serfs in 1861 • Introduces jury trials and relaxes censorship laws • Creates elected local assemblies called zemstvos • Takes effort to increase industrialization • Railroads and grain exports increase
