Causes Privileged bourgeoisie (middle class) resented by others in third estate. Peasants were heavily taxed, as nation went into further debt. (historically, the rich are not taxed: old idea)

Reaction • By 1788, France was on the verge of bankruptcy • Bread riots in cities • Nobles fear the king will raise taxes. • 1789-Estates General meeting is held in Versailles. • The reps of all three estates are deadlocked and do not agree.
