Foreword • In the modern world, the rapid development and widespread ICT use significantly changed the users and respondents behavior, which forms the challenges in modernizing official statistics. New challenges associated not only with the problems of conversion official statistics systems (which requires more resources) and with widespread ICT use by users (big data challenge), but they are associated with quality problems, which are very important in this environment. • Quality management is present at all stages of the statistical production. • In this regard, it is very important to use the Generic Statistical Business Process Model that provides a standard framework and consistent terminology for the modernization processes at all stages of the statistical production.
Population Census – Stage 1 • Determination of needs • Participation in the 2010 round of Population and Housing Censuses • Demographic indicators update. • Identification of demographic, social and other changes in the period between census rounds, etc.. • Development of a new sample to the population for the carrying out the household surveys.
Population Census – Stage 2 • Design • The entire design process was based on the “Conference of European Statisticians Recommendations for the 2010 Censuses of Population and Housing”, prepared by UNECE in cooperation with Eurostat (United Nations, New York and Geneva, 2006). • Definitions, concepts and tools for data collection, processing and dissemination, information sources have been designed on the basis of the mentioned-above document and on the Law of the Republic of Armenia "On State Statistics", Law “On Population Census" and a three-year State Statistical Work Programme (census stages at the highest aggregation level and the management scheme on the census data collection and collation are given in the following slides). • Detailed action plan was developed and 70 legal documents were designed and approved, which are regulate all stages of the census preparation, organization, carrying out and dissemination of its results.
Population Census – Stage 3 • Development • Census data collection - interview based on a questionnaire, tested during the pilot census in 2010 . • Work on the census were divided into three main stages: the preliminary work, the census conducting (pre-enumeration checks, data collection, post-enumeration sample survey), data obtaining and processing (data receipt, coding, data capture, receiving the outputs). • All census stages were tested during the pilot census in order to identify errors and to avoid them during the main census in 2011 and data were collected from the 1% of the population.
Population Census – Stages 4 and 5 • Data collection • Preparation for data collection: to get cities and large villages maps , districts and houses numbering, buildings recording, a set of temporary employees , providing a special training, followed by a practical filling in questionnaires and other census documents. • Population was periodically informed about the preparation and census conducting through the media, SMS, Armenian Apostolic Church, the "Census in Schools“ project, the banking system, Facebook and so on. • Protection of collected data was provided by the Law “On Population Census”. • Census conducting process included the following stages: pre-enumeration checks, data collection, post-enumeration sample survey. • Census was conducted from 12th to 21st October 2011 by survey and filling in questionnaires. • Data Processing • Census data were collected from the same source, data were not combined from different sources. As a result of the data capture, combined text files and a database were created. Data capture and combining were implemented with the CSPro software package. • Work on classification and coding started in parallel with the data receipt in which were applied: • -Classification administrative-territorial division of the Republic of Armenia • -Classification of countries • -Classification of economic activities (NACE Rev.2) • -Classification of Occupations (ISCO-88).
Population Census – Stages 6 and 7 • Analysis • During the preliminary results preparation were created not only indicators established during the data editing, but also additional indicators . • When monitoring results also was verified the logical link between the data on the basis of which statistics was produced. • In order to disseminate the census output at the design stage 70 tables layouts were prepared. For some indicators, the results were compared with other sources, for example, the population was compared with the results of the current record. • After final discussions the State Council on Statistics of the Republic of Armenia approved the statistical material or publication. • Dissemination • In the production of disseminated products the printed publications and web-sites were used and all typical steps were implemented: preparation of the tables, graphs, maps, editing these products and bring them in line with the publisher's standards. • When managing the release of disseminated products all elements which are necessary for the release, including release dates, have been complied. Were conducted press - conferences, briefings for different user groups, workshops and seminars, radio and television. • In the customers demand management , even in the NSSRA programming stage, users requests were regularly recorded and reviewed , responses were provided in due time, reacting to the rapidly evolving users needs. • In order to promote statistical products the NSSRA website was used, there was no a printed publication due to the lack of funds. Population Census – Stages 8 and 9 • Archiving • Archiving rules on Population Census are fully consistent with the overall policy of archiving in NSSRA. • Archival storage - is an electronic database. • Documentation of the data and metadata destruction is carrying out. • Evaluation • In the conventional sense evaluation was not carried out due to the lack of funds. However, the entire conduction process is was strictly monitored. Comparison of the received quantitative and structural census results with information from the newly established administrative population register, revealed only minor deviations.
