Summary - general • Countries/experts generally supported the need for better European data and assessments to support the work on WS&D • Countries/experts expressed support of having a more disaggregated regional/river basin estimation of water balances to reflect regional variability. • Timely disaggregation: More problem oriented approach is needed to focus on RBs where existing problems are considered already with more frequent regional data collections • E.g. water balance parameter might be available by hydro+ and met services on monthly, but not ready for regular reporting process
Summary II information needs EU • EEA /EU needs the information for regular reporting/assessing on the state of water resources and pressures affecting on it . • There is a commitment by Member States to provide data and indicators to Commission’s report on WS&D. • Indicator framework was in principle agreed as a useful approach to demonstrate how the requested information can be used in indicators, but should be simplified to take a stepwise approach.
Pressure Response Driving Force State Impact Indicator framework for WS&D Precipitation Evapotranspiration Deficit in water balance Temperature Water Exploitation Index WEI Implementation of DMPs Population density Water abstraction/ use per sector Measures and Investments to increase water efficiency Reservoir storage River discharge Irrigation Households / Tourism Water price
Summary III - data exchange • The general responses (20 countries) on the test data exchange despite the relative limited time and a new process was very positive • We expect that with longer time and more guidance given more countries would be able to provide better information final deadline for further data in the test exchange is 1.Sept. • Further guidance is needed on selection criteria for representative stations • Further guidance and specifications is needed for categorisation e.g. of abstraction data. • The reporting sheet will be revised according to discussions and send out for comments.
Summary IV • For SOE purposes the frequency of the SOE reporting exercise should stay as an annually covering always the most recent data which might be process on national level on every 2, 5 or 6 years • Generally countries are willing to provide data and information readily available from environmental institutions for SOE reporting. • EEA will further explore EU-level calculation to reach a full EU- cover in cooperation with JRC, and using hydrological services and research data • Further alignment with Eurostat will be needed to clarify the reporting procedures between the JQ and the regionalised request from EEA-side
Further steps • Until 1 Sept. more data and feedback from Coutries welcome • second half of 2008 more on the indicator framework and priority indicators – also for WS&D network/DG ENV • EEA to work on relevant spatial unit, sending out short questionnaire to check ongoing country processes. • Further development of terminology and classification with ESTAT and experts – first step presented to 9./10. October Eurostat Water Statisticians meeting • Revision of quantity reporting sheet bulding in more flexibility and stepwise approach to be presented at 7./8. October WFD WG D on reporting • 5-6 November WFD Strategic Coordination Group SCG
Further steps towards 2009 • EEA Produce an update of reporting template and a data dictionary • EEA to present the reporting requirements to countries (Spring 2009) • Regular water quantity reporting together with other water data flows in Autumn 2009
