Navy Enhanced Use Lease Program EUL leverages the value of Navy under-utilized real property (land and facilities) through innovative outleasing initiatives Consideration may be in-kind services or cash. Must promote the national defense or be in the public interest Leases limited to 5 years, unless Secretary determines otherwise Phase I Identify Available Non-Excess Assets Finalize & Close With Developer Navy uses a 2 Phase EUL implementation process. Develop Business & Leasing Plan Perform Phase I Market/ Feasibility Study Phase II Evaluate Proposals Develop Solicitation INITIATIVES • Objectives: • Reduce Navy real property burden • Increase partnership opportunities • Increase alternative energy sources • Consolidations… reduced Navy footprint Current EUL Process

Sustainable Design For FY09 & beyond: LEED Silver-level rating Engineering & Construction Bulletin (ECB) 2008-01 – policy document (NAVFAC portal) Sustainable Installation Design Guide – under development NAVFAC has 80+ LEED Accredited Professionals INITIATIVES Reduce the total cost of ownership of shore facilities by implementing sustainable design concepts and principles.
INITIATIVES Energy Initiatives Geothermal Wind • Wind project opportunities under consideration. • New geothermal projects NAF El Centro and NAS Fallon Solar Thermal • Large renewable initiative: Goal is to develop a 15-100MW renewable project(s) in southwest, to include siting solar PV around China Lake geothermal wells and utilizing existing geothermal transmission line. • Ocean Thermal Energy Conversion (OTEC) for Diego Garcia.
