  5. FP7 • Research: 50% EC funding (+25% for SMEs) • Demonstration : 50% EC funding • Marie-Curie: Researcher’s costs 100% EC funded • NEW in 2012: Innovation activities (“Horizon 2020 flavor”)

Research for SMEs • Participation of SMEs that are Research Centres or Institutes is possible as RTD performers or other enterprises and end users. • RTD and/or DEMO activities are compulsory. • Applicants are encouraged to form small consortia. • The size of consortium should typically be 5, but generally not exceeding 10 participants. • Typical project budget should be between € 0.5 to €1.5 million. • Typical duration is 1 to 2 years. • Proposed indicative budget for 2012 (2013 WP): €160 million

Research for SME Associations • Applicants are encouraged to form small consortia. • RTD and/or DEMO activities are compulsory. • The size of the consortium should be typically between 5 and 15 participants • The SME end users group should be limited to 2 to 5 members necessary to achieve the objectives. • Typical project budget should be between €1.5 million & € 3 million. • Typical duration is 2 to 3 years. • Proposed indicative budget for 2012 (2013 WP): €53 million

Demonstration activities • The project must be centred on the needs of the SMEs. • 2 SMEs from the prior successful FP7 (Capacities!) research project. • The coordinator must be one of the SMEs. • Predominant role of SMEs, but the participation of other actors such as SME end-users, SME associations, large companies and/or partners specialised in dissemination of innovative results is possible. • Applicants are encouraged to form small consortia. • Three activities are defined, demonstration, management and other activities (that includes training and dissemination activities). • Typical project budget should be between €0.5 million & € 3 million • Typical duration is 18 to 24 months. • Proposed indicative budget for 2012 (2013 WP): €25 million

What’s new in Horizon 2020 • Funding • Reimbursement of actual direct costs • Average personnel costs (scale of unit costs) for SME • Single flat rate for indirect costs (20%?) • 1 project = 1 funding rate for all participants & all activities • Controls • Financial viability check only for coordinators if requested EC grant >= 500.000€ • Guarantee Fund maintained • 1 single global audit at end of project if EC grant >= 325.000€ • Ex-post audits up to 4 years after project end

Next steps • From 30/11: Parliament and Council negotiations on the basis of the Commission proposals • Ongoing: Parliament and Council negotiations on EU budget 2014-2020 (including overall budget for Horizon 2020) • Mid 2012: Final calls under 7th Framework Programme for Research to bridge gap towards Horizon 2020 • By end 2013: Adoption of legislative acts by Parliament and Council on Horizon 2020 • 1/1/2014: Horizon 2020 starts; launch of first calls
