6th Framework Programme Thematic Priority 4 Aeronautics and Space Seminar on the new instruments of FP6 - afternoon session Satellite Communication in FP6 DG INFSO E4 bernard.barani@cec.eu.int Brussels 14 March 2002
Satellite Communications Status • Today, commercially successful satcom systems have been introduced mainly based on : • GEO systems (> 200 satellites in operation and profitable); • Penetration of broadcasting and DVB-S; • MSS and FSS niche markets • Internet by satellite take off for trunking and professional usage; • Strong EU operators base targeting global expansion with significant market prospects outside Europe; • …….. • However broadband, interactive services, advanced mobile systems are not yet there.
Growth potential INTERNET Source: Euroconsult
Possible evolution • Growth potential in the field of Internet, access and mobility indicate a need to address markets with higher volumes, through: • affordable support of interactivity (10000 users / Xponder?) • Building up on broadcasting/multicasting capability (USP), exploit convergence FSS/BSS and MSS/BSS, possibly with CDN’s; • Integration with terrestrial networks (terminals, services and management) with efficient IP(v6) transparent support; • Some Questions: • Markets: Network edge or end user? • Services: streaming, little interactivity, or ADSL like? • Terminals: standards DVB/DVB-RCS or proprietary? • Regulatory/spectrum aspects? These issues have significant technological impacts
Multiple Sources for RTD • Various possibilities are open to RTD players: • National programmes; • ESA ARTES programme lines; • FP6 IST Thematic priority 2; • FP6 Aeronautics and Space Thematic priority 4 • Objective: to optimise synergy and complementarity across these various opportunities in order to ensure a coherent and efficient use of available funds.
Satcoms: the ESA plan The main topics agreed at Edinburgh: • User segment, support to applications • Large platform mission • Preparatory activities and standards • Technology implementation; • Mobility; • In orbit demo, flight qualification; • ISL These actions may form the basis around which ambitious EU wide initiatives, as called for by FP6, could possibly be articulated.
Satcoms within IST (thematic priority 2) Today: 37 projects for 159 M€, 80.5 M€ EC contribution, with main focus on: Advanced MSS see also www.cordis.lu/ist/ka4/mobile/satcom.htm Mobility at Ka, S and L band, mainly in line with the vision of the ASMS industrial task force; convergence Mobile broadcasting; Advanced FSS/BSS convergence broadcasting with FSS, heterogeneous networks based on IP backbone, DVB DVB-RCS These issues are natural candidates for FP6 IST thematic priority 2 (Cf. related seminar)
Satcoms within A&S (thematic priority 4) • A possible approach: • Satcoms to support provision of advanced services of general interest,e.g in the context of GMES, i.e: • Definition of GMES coms requirements and satcom supporting role; • Definition of GMES service requirements and impacts on coms systems; • Selection of GMES set of pilot applications and validation of advanced satcom technology in a challenging application environments; • Validation of commercial and standardised technology in an application context.
Satcoms within A&S (thematic priority 4) • Potential Benefits of this approach: • Place satcoms at the heart of a EU wide ambition; • Place satcom work in a long to medium term context; • Assess the overall GMES coms needs and satellite role • Test and validate satcom technology in a specific application context; • Complement IST work on networking, interoperability and other application aspects; • Open room for tight synergy with ESA planned work (GMES and ARTES); • Optimise budget flexibility.
