  1. The Creative Vitality IndexTMwas conceived as a tool that states, counties, cities and towns can use to assess and enhance their creative edge. This report illustrates how Durham measures up statewide and nationally as a top-ranked creative community. The Creative Vitality IndexTMor the CVI, uses streams of occupational and revenue data from both the for-profit and non-profit sectors to measure the annual changes in the economic health of various segments of arts-related creative economy.   • An index is a number that is used to express relationships between different data sets. • An index is usually expressed in terms of a change from a base value. • In this report we are comparing Durham against a base value that equals either the national average or the state average. • In this report, a 1 is used to indicate the base value. • If Durham has an index of 1.26 it is 26% higher than the average. • Sometimes an indicator is indexed against a state average AND a national average.
