Highway Transportation System • The Highway Transportation System(HTS) – has three parts: people, vehicles, and roadways. The purpose of the HTS is to move people and cargo from one place to another in a safe, efficient, and economical manner.
Parts of the HTS • People • Roadway users – are people who use the HTS by walking, driving, or riding
Parts of the HTS • Vehicles • Any vehicle that uses the HTS ranging from a moped to a tractor trailer • Roadways • Any road ranging from a dirt road to a multilane expressway
Regulating the HTS • Laws are passed to make up the vehicle code • Enforcement agencies assure that laws are obeyed • Motor vehicle departments set rules to assure that driver and vehicle standards are met • Courts decide whether drivers charged with violating the laws are guilty or innocent • Highway traffic engineer’s plan, build, and maintain the complex system of roadways
Your Driving Task • Driving Task – includes all the social, physical, and mental skills required to drive • Use knowledge and visual skills • Obey traffic laws • Judge time and space • Anticipating how your car will respond under normal and emergency conditions
Driving Task • Social Skills - Driving requires you to interact successfully with people • Physical Skills – You must learn the physical skills of driving so well that they become natural habit. Beginning drivers need to concentrate heavily on the physical skills of driving. More experienced drivers can focus on the social and mental aspects of driving
Driving Task • Mental Skills – IPDE Process – is a process of seeing, thinking, and responding • Identify – important information in the ongoing driving scene • Predict – when and where possible points of conflict will develop • Decide – when, where , and how to communicate, adjust speed, and change position to avoid conflict • Execute – the right action to prevent conflict
Driving Responsibilities • Driving is a privilege not a right. The privilege is based on the assumption that you will be responsible and obey traffic laws. • If you do not handle this responsibility, you have the power to ruin your life and the life of others

6 Point ID Verification • At least one primary document • At least one secondary document • At least six points of ID • Proof of address
Graduated Driver License • Multi-stage licensing system • Gradually introduce privileges • Extends practice time • Minimum age of 18 for unrestricted license • Restrictions must be followed • Failure to do so may result in $100 fine or license suspension
Driving Decals • All permit or probationary (formerly provisional) drivers under age 21 must display a reflectorized decal on each license plate (front/back) of any motor vehicle they operate (P.L. 2009, c.37-Kyleigh’s Law, eff. May 1, 2010).Drivers under 21 subject to New Jersey's Graduated Driver License (GDL) requirements: • Special learner's permit • Examination permit • Probationary (formerly Provisional) license Note: Decals must be displayed for road test of drivers under age 21.
Steps to Early Bird License • Step 1: Get a Special Learners Permit • Must be at least 16 yrs. Old • Must have signed parent or guardian consent • Must be enrolled in approved behind-the-wheel driver training course through the N.J. Department of Education or commercial driving school.
Early Bird Road Step 1 cont. • An approved instructor must purchase the permit • Must pass MVC’s knowledge and vision tests • Must pay required fee MVC will validate Special Learner Permit ONLY after training course completion.
Early Bird Road • Step 2: Practice with an Adult Supervising Driver • Must observe special learner permit driving restrictions • Must practice at least six months
Early Bird Road • Step 3: Get a Probationary License • Must have completed six months of supervised driving w/out any suspensions or postponements • Must pass MVC’s road test • Must be at least 17 yrs. Old

Early Bird Road • Step 5: Get the Basic Driver License • Must be at least 18 yrs. Old • Must have completed one year of unsupervised driving with probationary driver license restrictions • Must pay fee • Note: Permit may not be used for practice driving until validated at an MVC Driver Testing Center.
The Early Bird Road Summary • For drivers ages 16 and up, MVC offers a three-phase process: (Must first attend driving school for 6 hours) • Student learner's permit (minimum six months of supervised driving) • Probationary license (minimum one year of restricted but unsupervised driving) • Basic driver license (must be 18 years old)
Young Adult Road • Step 1 Get an Examination Permit • Must pass MVC’s knowledge and vision tests. • Must be 17 yrs. Old • Must pay fee • Must have signed parent or guardian consent if you are under 18 yrs. of age
Young Adult Road • Step 2: Practice Supervised Driving • Must practice with an adult supervising driver • Must practice at least six months • Must observe special learner permit driving restrictions

The Young Adult Road (Does not attend driving school) • For drivers 17 years old • Get the signed consent of a parent or guardian • Pass MVC’s knowledge and vision tests • Pay the required fee. • After applicants complete the steps above, the MVC will validate their examination permit and they can move to step 2.
#2 Practice supervised driving for at least six months • You must observe the following restrictions during the supervised driving period: • Display a reflectorized decal on each license plate (front and back top left corner); decals available at motor vehicle agencies, $4 per pair • No driving after 11:01 p.m. and before 5:00 a.m. • You must be accompanied in the front seat by an adult supervising driver who is at least 21 years of age and who possesses a valid New Jersey driver license and has a minimum of three years driving experience
Cont. • Parent(s), guardian(s) or dependant(s) are allowed as passengers. A dependant is a permit or probationary driver's child, not siblings • Only one additional passenger is allowed unless accompanied by a parent or guardian • You can't use cell phones, hand held video games or any other hands-free interactive, wireless communication device • Seat belts must be worn at all times • See GDL Exemptions for hours-related exemptions for employment or religious reasons

#4 Get a basic driver license • You must be at least 18 years old • Complete the unsupervised driving period • Go to any MVC Agency with your provisional license and other documents to pass the 6 Point ID Verification • Pay $24 license fee

GDL Driver Exemptions • Permit and probationary drivers under 21 are eligible for hours-related exemptions for employment or religious reasons • Drivers must carry legible documentation on letterhead signed by the employer, organization or religious institution stating the reasons for this request • Include signature, title, address and telephone number of designated official
Organ Donor • The Uniform Anatomical Gift Act allows a consenting individual to donate his or her organs and tissues upon death for the purpose of transplantation or medical research.You may express your wish to donate your organs and tissues for transplant by designating the words "Organ Donor" to appear on your NJ driver license or non-driver identification card. This designation is for individuals 18 or older.
Register for organ donor designation • Organ donor registration is available online or in-person at your local MVC agency. When registering at an agency, you must present the required six (6) points of identification as well as verification of your address. Remember that you must confirm your decision each time you renew your license or non-driver ID.
Frequently Asked questions • Could there be any conflict between saving your life and organ and tissue donation?No. Donation cannot occur until after a person has died. In the event of an accident or emergency, physicians and nurses will do everything possible to try to save your life. In fact, the medical team treating you is always completely separate from the transplant team.
Cont. • What organs and tissue can be donated?Life-saving organs for transplant include the heart, kidneys, lungs, pancreas, liver and intestines. Tissue such as bones, ligaments, and tendons are needed for surgical procedures to repair injured or diseased joints and bone. Donated corneas, heart valves and skin also improve the quality of life.
Assignment: Organ Donation Paper • Assigned • Students are to read the section named Organ Donor Program in the Driver’s Education textbook on page 13. You may indicate your desire to be an organ donor by filling out an organ donation declaration on your driver’s license or by signing an organ donor card. Remember that the most important step in considering organ donation is informing your family and other loved ones of your decision. This will ensure that your wishes are carried out.
