WHAT’S NEW? • State Assessments • New Statewide Assessment, MEAP-Access memorandum sent to schools September 16, 2009 from Sally Vaughn, Ph.D., Deputy Superintendent/Chief Academic Officer • MSDS – Data Collection • New characteristic (formerly known as a field) relative to special education has been added • Date of Parental Consent is required • Data is sent to US Department of Education in Michigan’s APR also used for district-level Public Reporting and Determinations • Any questions contact Darren Warner warnerD@michigan.gov
WHAT’S COMING? • Monitoring • Focused monitoring activities begin in October • Districts were notified by e-mail AND notification in the CIMS-2 September 15 workbook • Focused monitoring will take one of three forms • On-site review • Desk audit • Self-review • Disproportionate representation priorities this Fall include significant disproportionality and educational environments • Focused monitoring activities for rates ofsuspension and expulsion of children with disabilities will be conducted after January 15
WHAT’S COMING? • September 15 CIMS-2 workbook was issued to all locals and service areas enrolling students with IEPs/IFSPs for school year 2007-08 – contents include: • Part B Determinations • Significant Disproportionality • Focused Monitoring Reports • B-3: State-wide Assessments data verification • MI-CIS validation activity notification • B-12: Early Childhood Transition data • Notice of close-out of Part B findings issued in September 2008 • Notification of fall 2009 focused monitoring activities
WHAT’S COMING? • Status reports were due on October 1 for locals who submitted corrective action plans (CAPs) due to findings of non compliance in the April 15 workbook • OSE-EIS has begun reviewing the status reports and will be responding to those who have requested closeout of their CAPs • Closeouts will be approved once all CAP activities are completed and 2008-2009 data has been reviewed for full compliance • Webinars regarding the CIMS-2 process will continue – next is scheduled for October 22
WHAT’S COMING? • Finance • Allocation letters for ARRA – Regular Flowthrough, Enhancing Opportunities for Students with Disabilities and Transition were mailed October 5-6, 2009 • Award packets will be forthcoming • January 4, 2010 is the next ARRA reporting date from school districts
WHAT’S COMING? • Data Collection • MSDS version 2.0 is up and running • The Single Record Student Database has been taken offline • What will users be able to do in MSDS 2.0? • Search for and request unique identification codes (UICs) • View student history reports • View validation and staging data reports • Review quality review reports • Download preliminary and final data
WHAT’S COMING • Request changes to the Primary Education Providing Entity (PEPE) • View and resolve full time equivalency (FTE) conflicts • Conduct FTE audits • Submit updates to enrollments • Download Direct Certification • Decertify submissions • Expand Quality Review • Submit UIC linking requests

WHAT’S COMING? • December 2, 2009 Final date to resolve FTE conflicts for fall general collection • December 9, 2009 Early Childhood Collection certification deadline • CEPI will continue to deploy enhancements to the MSDS over the next several months • December 1 collection of active students with IEPs is approaching – this will be the last year that the collection will be handled by the Michigan Compliance Information System
UPCOMING LEARNINGOPPORTUNITIES • MI-3 Learning Forum on the Implementation Science scheduled for October 27 & 28, 2009 at the Ramada Inn (formerly Holiday Inn West) in Lansing • Register before October 23, 2009 at: http://www.abcsignup.com/reg/event_page.aspx?ek=0021-0003-e170a490235e414798a71a5754e4ecd2 • Audience: Teams of implementers who have a responsibility to develop plans to implement practices on a large scale. • Content: Practices should be clearly defined and have a foundation in either research or statute or regulation.
UPCOMING LEARNING OPPORTUNITIES • This Fall is the first time all ISDs and LEAs will be submitting a Medicaid Annual Expense Report (MAER) in order to be reimbursed • Michigan Medicaid Program is offering two hour webinar financial training as an optional ‘refresher course’ – this webinar will cover the same content as the onsite trainings offered in May of 2009 • There are nine opportunities scheduled – three sessions offered each month in September, October and November • Contact Jane Reagan ReaganJ@michigan.gov if you need a copy of the schedule
HOT TOPICS • HB4447 was ordered enrolled October 9, 2009 as of that date it has yet to be presented to the governor for signature – Highlights include: • A cut of $165 per pupil • Eliminates consolidation transition grants (Section 22f) • Reduces Youth Challenge Grant by 50% • Reduces Adolescent Health Center Grants by 25% • Reduces ECIC Collaboration Grants • Reduces Early Childhood Grants (Section 32c) by 25% • Reduces Great Start Readiness Competitive Grants • Eliminates funding for the CMU lending library
HOT TOPICS • Eliminates funding for the Newsline Grant • Reduces Vocational Education Added Costs by 10% • Eliminates funding for School Bus Inspections • Reduces ISD General Operations by 20% • Reduces Math and Science Centers by 25%
HOT TOPICS • Boilerplate language changes include: • Allows a district that educates a pupil attending the US Olympic Training Center to count the pupil in membership if the pupil is not a resident of Michigan • Prohibits any district after 2008-09 from counting pupils in membership at an instructional site within the boundaries of another district unless that district gives approval • Requires districts and ISDs to include a link from their home page to a page with budget, district and personnel expenditures, collective bargaining agreements, health care benefit plans, financial audits, total compensation
HOT TOPICS Information for all employees earning over $100,000, total expenditures on lobbying or lobbying services, and total expenditures paid on dues to associations • Merges sections 32j and 32l into Section 32d – Great Start School Readiness District Grants • Adds to the current 1,098 hour requirement • Retirement rate is 16.94% • The first State of Michigan ARRA data submission was successfully transmitted to the Federal Government on October 8, 2009.
