About AMPO AMPO is a nonprofit, membership organization established in 1994 to serve the needs and interests of Metropolitan Planning Organizations (MPOs). AMPO offers its member MPOs technical assistance and training, conferences and workshops, legislative and rulemaking updates, newsletters and communications, research, a forum for transportation policy development and coalition building, and a variety of other services.
AMPO Technical Working Groups AMPO facilitates several long-standing technical working groups focused on transportation planning topic areas that are required or of interest to MPOs. • Air Quality • Connected and Autonomous Vehicles (C/AV) • Performance-based Planning & Programming • Travel Modeling • Environmental Justice • Public Involvement
CAV Working Group Working Group Composition • 15-20 Core Members • Diverse in MPO-size and Geography • Variety of backgrounds Working Group Meetings • Four meetings held between April 2017 – March 2018 National Framework and Workshop • Fall 2018
Challenges and Needs Challenges and needs for incorporating into the transportation planning process: • Unknowns and uncertainty • Data • Managing perceptions and expectations • Building technical, institutional, and policy capacity • Staying informed • Regulations and guidance • Building partnerships • Full range of impacts of emerging technologies
Risk Management Potential risks identified for further exploration: • Safety • Environmental Justice and Equity • Stakeholder expectations, acceptance, and unpredictability • Data Sharing • Incorporation into Current Planning Process and Decision Making
Strategies (To Move Towards Utopia) Potential strategies for incorporation into the transportation planning process: • Identify potential drivers, levers, triggers, and tipping points • Developvisionsatnational,state,andregionallevels • Facilitate forums for regular dialogue • Develop an integrated place for resources and ongoing activities from partners • Continue maintaining infrastructure in good condition to provide venues to test successful CAV technology
Strategies (continued) Potential strategies for incorporation into the transportation planning process: • Continue the MPO role of providing public, partner, and stakeholder education, involvement, and engagement • Encourage good data-sharing practices between the public and private sector • Make investment decisions that support today’s needs and the potential for future technology • Continue the MPO role of accounting for equity in transportation planning and investments • Continue to build relationships with public and private stakeholders
So, are we headed for Utopia or Dystopia? • From MPO perspective, many potential benefits but still many unknowns. . . so too early to know • To support reaching Utopia: • Approach self-driving vehicles from perspective of how they can support regional vision and goals • Incorporate self-driving vehicles in the planning process, and expand stakeholder outreach to support this • Work to ensure everyone gets to Utopia
