A Web-based platform aimed at helping early care and education providers work smarter, with links to: • Cost savings • Administrative tools and templates • Human Resource tools and guidance • Marketing resources • Module designed to help providers find tools and resources they need to succeed in the Keystone STARS QRIS system (under development) What is SharedSourcePA?
Customer for SharedSourcePA.org is the provider. • Goal is to help managers and teachers in ECE programs save time and money and focus those savings on improving quality • Helping providers succeed in Keystone STARS is ONE way to use the website, but not the only way. • PA uses several different strategies for providing support for Keystone STARS participants; this website is one of them. SharedSourcePA.org is part of a broader shared services strategy for the ECE industry. • SharedSourcePA.org is not just software but a window into expertise so that now everyone can share it • SharedSourcePA.org makes resources – and skilled guidance -- available to hundreds of people at one time instead of just one person over the phone • Development partner – CCA Global – provides similar “back office” supports, via the web, to other small, ‘mom and pop’ businesses. State Regulations page links to the most up to date information from DPW and Keystone STARS websites.
The Human Resources section provides a range of policies and procedures for providers.
HR includes best practices handbook and individual policies.
ECEHire.com helps highly qualified teachers and directors find each other.
Marketing help for all types of providers, including mailing lists, to e-blasts, and free design on direct mail.
“How To” guides such as how to get listed on Google Maps or 25 tips for marketing on a budget.
Information regarding Keystone STARS is available in the “Raise Quality” section of the Shared Source PA website.
Specific information is available for Centers, Family Child Care Homes, and Group Child Care Homes.
Information is arranged in the same way for all three facility types. A link to the full STARS Performance Standards is on the right-hand side of the page. Links to each section of the Standards are in the middle of the page.
Clicking on one of the section titles takes you to a page showing the standards in that section, with links to required documents or topic resources. The links open in new windows.
Resource links often take the user to another section of the Shared Source PA website, reinforcing the value of the site. As always, Keystone STARS participants are reminded to contact their STARS Manager/Specialist with any questions about STARS standards

Time Savingsfor QRIS TA Providers • TA providers in PA report that using resources on SharedSourcePA significantly reduces the time required to accomplish specific TA tasks. • Example 1: Assist provider in preparing family handbook. Average TA time reduced from 42 hours to 12 hours. • Provider starts with vetted Word (already keyed) template for handbook • Some revisions can be handled through email • Example 2: Assist provider in creating job descriptions. Foundation dollars for initial development • User (provider) fees for annual maintenance cost (requires scale; fees must be very affordable) • State QRIS funding for providers who participate – could be free to these providers (as a financial incentive for participation) • Hybrid strategies (e.g. base level low cost or free; higher fee for QRIS link) Funding Strategies
