2. Water Resources • Management, control & protect of WR • WRD (MNRE) • Policy & NWRMS (2007-2017) • legislation (WR bill) • Protect sources of freshwater • Watershed (IWRM) (Surface & Ground), • Abstraction / allocation
2. Water Resources • Capacity bldg & awareness • Sharing of resources (public good) • Understanding / knowledge • Partnership (global / national) • Support mechanism ($$$$, etc)
3. Water Use (SWA-80%) • Access to safe & reliable water supplies (Samoa Water Authority – SWA) • Roles & responsibilities • Roles of service providers & customers in sustainable water services – service charter • National water services policy – review to incorporate indept schemes

Water Use (SWA-80%) • Improve efficiency & system performance • Service planning, design, implementation & management • Upgrade of systems (urban & rural) • Improve cost recovery & financial viability • Tariffs fees/charges (meet O&M, customers ability to pay) • Investment plan for infrastructure assets
3. Water Use (MWSCD/IWSA-15%) • Increase access to safe and reliable water supplies (IWSA) • Roles & responsibilities: - MWSCD to initiate and lead policies and legislation for independent rural water suppliers (IWSA) - IWSA to manage and operate their own water systems
4. Sanitation, Wastewater & Drainage (MOH/MWTI/SWA) • Key Objective: Improve sanitation, drainage and wastewater disposal • Roles & responsibilities: - MOH to initiate and lead planning, implementation, monitoring and evaluation and awareness raising for sanitation - MWTI to initiate and lead planning, implementation, monitoring and evaluation and awareness raising for drainage - SWA to initiate and lead planning, implementation and awareness raising for wastewater treatment and disposal
