Parks Victoria – Local Port Manager • Parks Victoria’s role includes: • Facilitating more than 73.5 million bays and river visits. • Overseeing commercial activities such as berthing and moorings. • Managing more than $300m worth of maritime infrastructure including piers, jetties and navigation aids.
Parks Victoria – Port & Waterways Manager • Parks Victoria’s role includes: • Coordinating hundreds of marine based events per year. • Assisting other government agencies with emergency response on the bays. • Protecting natural and cultural values while meeting visitor needs.

Hampton Swing Moorings Current Situation 52 Authorised Moorings at Hampton, held by 46 individuals – some with multiple moorings. In the last 18 months Parks Victoria has received10 documented reports of concerns about inadequate swing room. In a meeting with HSMA in 2011 overcrowding was identified as a key issue.
Hampton Swing Moorings Current Situation The mooring ground is “tight” with swing rooms having been reduced due to a range of issues, including a tendency for larger boats, moorings being shifted and sand encroachment.
Parks Victoria’s Plan To reduce the number of moorings by 8 – 10 so as to free up some space to allow for the reconfiguration of the mooring ground. Timing will depend on two things: Time it takes to achieve reduction in moorings. Opportunities for funding.
Hampton Swing Moorings Achieving Reduction • Compliance • Temporary halt of transfers. If a mooring holder no longer wants their mooring it should be relinquished. • If you do not have a boat registered to the mooring, it will be cancelled. (similar strategy has reduced RMYS moorings from 140 to 60 over the last few years)
Hampton Swing Moorings Compliance requirements for the Mooring Authority. • Payment of annual mooring fee • Annual Mooring Tackle Inspection Report • No Illegal vessel on mooring • General compliance to Port Management Act 1995.
Hampton Swing Moorings Summary • 100% compliant - no problem. • Compliant moorings sites will be relocated to provide a similar environment, where possible. • Non-compliant holders will be cancelled and vessel/mooring removed • PV has overall control and authority
