The Genesis of ATMIS • 2014- TradeMark East Africa engaged the Ministry of Agriculture on the idea transforming the manual based operations to electronic target -Plant Health Services • 2016 – the scope was expanded to all Regulatory bodies and Crop Boards under the Ministry • The MoU was signed to develop ATMIS • Development Business Procedure Document • Development of ATMIS • InfoWise System Ltd & Rana Technologies Ltd were awarded the contract
Objectives of Project • Development of web-based and mobile enabled platforms that will allow traders dealing in the agricultural sector to access: • Various Import Permits • Registration and Licenses • Phytosanitary Certificates • Under Single Window System

Registration and Applications • A Dealer is required to preform 3 simple steps • Register Online (Once) • Attach Important documents egBussinesLisence, TIN No. etc • Add user Accounts • A dealer can apply to any Regulatory or Crop Board
Permit Processing • Applications Received to the Respective Regulatory or Crop Board eg • (Phytosanitary Certificates) • Plant Health Services -36 Boarder Points • After Processed, Payment, and Inspection • A permit can be Issued
Payments • Fees are automatically generated • Invoice are returned to the applicant with GePG control Number • Invoice consist details of fees and services to paid for • When Payments are made - ATMIS updates automatically • Services are immediately provided when the payments are confirmed
Status of Implementation • 2 Regulatory Bodies and 4 Crop Boards have gone Live • 3 Regulatory Bodies and 4 Crop Boards are yet to start with ATMIS • Only 9 Inspectorate Posts under PHS are using ATMS
Overall Outcomes • Government Revenue Collection strengthened and Improved –all services under MoA to be provided through ATMIS • Fraudulent Certificates eliminated – system can easily link with customs and hence verification can be done prior import/export • Reduced time for services delivery • Increased confidence on Tanzania Agric commodities in International Trade • Harmonized measures and procedures • Reports (Imports/Export) readily available
Achievements • ATMIS was Officially inaugurated by the Prime Minister on August 8th, 2019, Some of the tangible achievements includes • Reduced Authentications enquires from an average 20 to 2-3/Month. • Positive Responses from Dealers and Stakeholders • Increased Revenue Collection from various Inspectorate Stations • Reduced time to provide service to less than 1hr • Reduced Non-compliance notifications)
The Way Forward • Putting a cut-off to manual operations • Reserving resources to implement the system • Aligning to Vision/Mission/Strategic plan • Providing leadership- The Ministry • Process knowledge (not for few people only) • Dedicating staff-time for change • ICT Equipment and Resources (Computers, Printers, Internet) • Integration with other electronic Systems eg TANCIS, eSWS
