ExpectedResults of the Project • Creation of a FARMER content transformation system producing up-to-date rural-aid related content services (the static use of eFARMER content), • Introduction of a set of rural aid compilation and electronic submission web services (the dynamic use of eFARMER content), • Demonstration of the sustainability of the business model for providing these services to target farmers on a commercial basis through a network of representatives using eFarmer services – so called eFarmers (eFARMER demonstration).
Users and Beneficiaries • eFarmer services users : • eFarmers (advisors) authorised by farmers • Single farmers (direct access) • Agriculture associations, Farmer advisors • Benefits for users : • Access to up-to-date information – CAP content (=what are the farmer entitlements) • To save communication cost with RPA by surface mail or by person, no penalties for missing claim submission term and returned claims, • Error correction – significantly reduce claim errors and rate of incomplete documents • Benefits for RPA: • Reducing transaction costs in information dissemination • Reducing transaction costs in claim processing
PSI Re-used and Value Added (PSI = Public Sector Information) • Improve access to high quality digital content on the global network - creation of the structured CAP content, • Improve access in multiple languages – providing relevant CAP content dedicated to the farmers in V4 countries – the eFarmer system will communicate in English and four national languages, • Accelerate development of the European information society – Increase the use of information technology within agricultural sector through eFarmer agents, • Contribution to the objectives of the updated eEurope 2005 Action Plan – the eFarmer system brings new opportunities for private investments – at the end of the project an eFarmer Plc. Shareholder company is about to be established.
Cross-border Nature of Content and Services • The project builds cross-border services transforming public sector CAP content. This new content is derived from the following sources: • Community standard content (DG Agriculture) • Country specific CAP content from V4 countries • Support for cross-border farmers. Example: farmers in EU country A can use CAP content and submit claim in EU country B. eFarmer Services = One common CAP window for an EU farmer for: Information retrieval and Claim submission

Results within countries Hungary • Electronic Content creation • 165 documents in national language • 86 documents from general CAP • More documents can be found on www.eFarmer.net • Documents are uploaded continuously • Claim Submission module • Module contains 8 schemes – SAPS, LFA, Top-ups... • Direct electronic claim submission to MVH – tested in operational mode during 2006 • More functionality under preparation
Results within countries Hungary • Dissemination activities • eFarmer trainings – 37 trained and certified eFarmers • eFarmer WorkShops – 2 WorkShop with 39 attendees • eFarmer InfoDays – SZIE provided 10 InfoDays with 236 attendees, KKVE provided 21 InfoDays with 245 attendees (still running) • Responses from the dissemination activities were used for eFarmer portal improvements • Sustainability of business model • Dissemination activity visitors interested in using eFarmer services • Business plan preparations • Services still remain free of charge during 2007
