When your highest spiritual aspiration is to keep the rules, you will experience intense desire to break them.
9Once I was alive apart from the law; but when the commandment came, sin sprang to life and I died. 10I found that the very commandment that was intended to bring life actually brought death. 11For sin, seizing the opportunity afforded by the commandment, deceived me, and through the commandment put me to death. 12So then, the law is holy, and the commandment is holy, righteous and good. ~Romans 7

For this reason it can never, by the same sacrifices repeated endlessly year after year, make perfect those who draw near to worship. 2Otherwise, would they not have stopped being offered? For the worshipers would have been cleansed once for all, and would no longer have felt guilty for their sins. ~Hebrews 10

Without the law, we sense inadequate guilt, with only the law, we sense inadequate forgiveness.
3But those sacrifices are an annual reminder of sins. 4It is impossible for the blood of bulls and goats to take away sins. ~Hebrews 10
23Before this faith came, we were held prisoners by the law, locked up until faith should be revealed. 24So the law was put in charge to lead us to Christ that we might be justified by faith. ~Galatians 3
