Requirements/Provisions • Eligible Uses • Restoration, repair, construction and other activities under Surface Transportation Program • Passenger and freight rail transportation and port infrastructure projects described under TIFIA • Federal share up to 100% • No waivers of Federal Requirements • Use It or Lose Provisions- Strict Obligation deadlines 5
Project Selection • States in establishing priorities for funding; priority is given to projects that are: • Three year completion date (February 12, 2012) • Economically Distressed Areas (map by county) • Expeditious Project Delivery • Maximizing job creation and economic benefit 6

FHWA Stewardship & Oversight • Delivery of ARRA is top priority for FHWA • Projects must follow all Federal requirements • Projects will be advanced under maximum flexibility • Projects will be administered in accordance with our normal Stewardship Agreements 12
FHWA Stewardship & Oversight • Higher level of accountability and increased attention by GAO and OIG expected • FHWA ARRA Risk Plan • Financial Management and State oversight of local projects will be areas of particular attention 13
